About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) at Webster Outlying Field (WOLF) under the Department of the Navy Naval Air Systems Command is conducting market research to identify contractors capable of providing Engineering, Prototyping, and Fabrication support services. The procurement encompasses a broad range of services including engineering design and development, systems engineering, CAD/CAM work, fabrication support (CNC machining, sheet metal work, welding, composite repairs), compliance support, and related technical services for multiple major defense acquisition programs such as SPN Antenna Systems, AEGIS hardware, and Family of Special Operations Vehicles platforms. Key contract requirements include maintaining a facility of at least 8,000 square feet within 30 drivable miles of St. Inigoes, Maryland; compatibility with Government IT systems up to Secret classification; ability to host classified meetings for 15+ persons; and employment of personnel with appropriate Secret-level security clearances obtainable within 60 business days of task order issuance. All personnel must be U.S. citizens unless waived and must comply with NISPOM, OPSEC, and antiterrorism requirements. Interested contractors must submit a capabilities statement not exceeding ten pages addressing prior relevant work, management experience, technical skills, small business status qualifications, and facility safeguarding requirements by April 17, 2026 at 2:00 PM Eastern Standard Time to mary.k.watters.civ@us.navy.mil and jennifer.l.lundburg.civ@us.navy.mil.
This is a follow-on procurement with no set-aside designation, building upon existing task order N0042124F0690 under Single Award IDIQ Contract N00421D0014, which was competitively awarded to Altus Technical Solutions, LLC. The anticipated follow-on will be a competitively awarded Seaport MAC Task Order structured with a base year and four option years, combining Performance Based work and Level of Effort hours under Cost-Plus-Fixed-Fee and cost reimbursable pricing arrangements. Work allocation requires approximately 78% performance at Government sites (Webster Field and NAS Patuxent River, Maryland, plus selected travel sites) and 22% at the contractor's facility. The NAICS code is 541330 (Engineering Services) with a $47 million Small Business Size standard, and the PSC code is L099. Contractors responding as small business primes must demonstrate ability to perform at least 50% of work and must possess or be able to obtain an adequate accounting system per FAR 16.301-3(a)(3) and a Secret Facility Clearance.
