About this opportunity

This Request for Information from the Office of Naval Research concerns the potential award of an Indefinite Delivery/Indefinite Quantity contract for operation of the Navy Manufacturing Technology Electronics Manufacturing Center. The Center will identify, develop, and facilitate the transition of electro-optic manufacturing technologies to reduce costs and time for critical naval sensor systems. Interested parties must submit capability statements by February 17, 2020 describing their organizational information, technical capabilities, experience, and comments on the draft Statement of Work and potential fee caps. The anticipated follow-on award would be a cost-plus-fixed-fee IDIQ contract with a base period of 24 months plus three 12-month options for Center operations and project management through task orders.

The incumbent contractor is ACI Technologies under contract number N00014-16-D-4004. There is no set-aside designated for this potential award. The anticipated contract would have NAICS code 541715 and PSC code R425 for research and development in physical sciences with an estimated period of performance from June 2020 through June 2028 and total contract value between $50-100 million over the life of the award and individual task orders.

The Navy Manufacturing Technology (ManTech) Program is operated out of the Office of Naval Research and is focused on affordability improvments for specific key acquisition platforms and capability acceleration. Navy ManTech executed via Centers of Excellence which serve as repositories for expertise in particular technology areas. The focus of this RFI is the electronics manufacturing center.
