About this opportunity
The Naval Air Systems Command Naval Air Warfare Center intends to award contract N00421-26-D-0011 to Thales Defense & Security, Inc. on a sole-source basis for technical, repair, and training support for the Scorpion Helmet Mounted Integrated Targeting (HMIT) system supporting F-5 and F-16 aircraft operated by the Navy and Marine Corps.
The justification cites 10 U.S.C. 3204(a)(1) and FAR 6.302-1 (only one responsible source). TDSI is identified as the sole capable source because the Scorpion HMIT system was developed exclusively by TDSI, the Government lacks data rights to compete the effort, and awarding to another source would result in substantial duplication of costs and unacceptable delays in HMIT sustainment. A sources sought posting published on SAM.gov on December 5, 2024, received one response from TDSI. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period and will sustain up to 25 HMITs on F-5 aircraft and up to 20 HMITs on F-16 aircraft. Services include repair and replacement, comprehensive testing, logistical support including shipping, technical and engineering support, training, and procurement of flight gear, spares, and support equipment. Place of performance is Naval Air Warfare Center Aircraft Division at Patuxent River, Maryland. The Scorpion HMIT system is classified as a commercial item.
