About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD), under the Department of the Navy Naval Air Systems Command, is procuring repair, technical, and training support services for the Scorpion Helmet Mounted Integrated Targeting (HMIT) system used on Navy F-5 and F-16 aircraft. This acquisition will be conducted as a sole-source procurement under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, with the Government determining that only one responsible source can satisfy agency requirements. The contract will be structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period, and the Government will not be considering competitive responses to this notice. Interested parties may submit capability statements to Contract Specialists Ms. Cami Stemple and Mrs. Lauren Wright by 11:00 AM EST on October 30, 2025, although the Government has explicitly stated it is not requesting proposals or quotes and will not be reviewing such submissions. This notice is provided for informational purposes only and does not constitute a binding commitment from the Government.

Thales Defense & Security, Inc. (TDSI) is identified as the incumbent and sole developer of the Scorpion HMIT system, making it the only company eligible to receive this award as the original equipment manufacturer (OEM). No set-aside designations apply to this procurement. The contract will provide corresponding OEM sustainment support, with all data rights and equipment required for the effort being proprietary to TDSI. The specific award value or budget range is not disclosed in this pre-solicitation notice. The five-year ordering period represents the timeline for service delivery, though the notice does not provide additional quantitative details regarding expected repair volumes, staffing requirements, or performance metrics for the sustainment support services.
