About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks vendors to design, manufacture, and construct modernized Child Development Centers using industrialized construction methods across approximately 324,919 square feet at 10 naval installations nationwide, with white paper submissions due November 6, 2026 and questions due October 27, 2026. This procurement is issued under Other Transaction Authority (10 U.S.C. § 2808a), not FAR-based acquisition.

The Navy intends to award multiple Phase 1 agreements following evaluation of white papers, with Phase 2 (Request for Project Proposal) submissions from selected vendors for specific CDC projects released throughout the contract period across fiscal years 2026–2030 at Naval Base San Diego, NAS Oceana, Naval Shipyard Norfolk, Naval Station Norfolk, JEB Little Creek-Fort Story, Quantico, Naval Base Coronado, NAWS China Lake, NAS Jacksonville, and Portsmouth Naval Shipyard. The Government has not predetermined the number of agreements or released anticipated budgets for individual projects.

Vendors must demonstrate minimum three completed industrialized construction commercial projects of at least $25 million each within the past ten years, or three completed CDC or school industrialized construction projects exceeding 25,000 square feet each. White papers must address integrated industrialized construction processes, clearly defined team roles, pre-manufactured value percentages, cost reduction of 20 percent or more and timeline reduction of 30 percent or more compared to traditional construction, organizational capacity, identified manufacturer name and factory address, bonding capacity, and quality control frameworks. Submissions must not exceed 10 pages in 12-point font. Vendors must comply with Buy American Act, Davis Bacon Act, Miller Act, and Cybersecurity Maturity Model Certification requirements. An Interested Parties List will be posted to facilitate teaming. The NAICS code is 236220, Commercial and Institutional Building Construction. Selected vendors' white paper submissions will carry a one-year validity period, extendable to two years at Government discretion.
