About this file

This document is Amendment 03 to an Announcement of Interest (AOI) for Navy Child Development Centers (CDC) Industrialized Construction Projects issued under Other Transaction Authority (10 U.S.C. § 2808a).

Amendment 03 provides responses to Requests for Information (RFIs) #7-19 and establishes critical submission deadlines. The RFI cut-off date is 1400 EDT on 27 October 2026, with the Interested Parties List cut-off also at 1400 EDT on 27 October 2026. White Paper submissions are due by 1400 EST on 06 November 2026. Regarding formatting requirements, all White Paper submissions, including tables, charts, and graphics, must use 12-point font on standard 8.5 x 11-inch pages. For Evaluation Criterion #1, preference is given to respondents demonstrating ability to manage multiple large-scale construction projects with an aggregate value exceeding $75,000,000 in building types including Child Development Centers, Elementary Schools, or similar institutional projects. Respondents must develop parametric project-specific cost estimates based on location, capacity, and square footage provided in the AOI and demonstrate how their industrialized construction approach could reduce total design and construction costs by 20% or more compared to traditional commercial construction while maintaining required quality, durability, resiliency, and lifecycle performance.

Construction timelines are programmed across multiple fiscal years: FY26 at Naval Base San Diego; FY27 at NAS Oceana, Naval Shipyard Norfolk, Naval Station Norfolk, and JEB Little Creek–Fort Story; FY28 at Quantico; FY29 at Naval Base Coronado, Naval Base San Diego (Murphy Canyon), and NAWS China Lake; and FY30 at NAS Jacksonville and Portsmouth Naval Shipyard. The Government has not released anticipated budgets for individual CDC projects and will determine the appropriate number of agreements and project packaging following evaluation of AOI and Request for Project Proposal (RPP) responses. No specific percentage or target for off-site manufacturing is established. This is not a FAR-based source selection but rather an evaluation process under Other Transaction Authority with no weighted evaluation factors for Phase 1 White Paper assessments. Additional requirements, including CDC prototype designs, specifications, standards, and specific installation details for Hampton Roads projects, will be defined in Phase 2 RPP.

Amendment 03 – AOI N6247027R0003 - Navy Child Development Centers (CDC) Industrialized Construction (IC) Projects via Other Transaction Authority (10 U.S.C. § 2808a)

The purpose of Amendment 03 is to:

1) Provide responses to Requests for Information (RFIs) #7-19.

2) Cut-off date for submission of Requests for Information (RFI) remains 1400 EDT on 27 October 2026.

Additional responses to questions received prior to this date/time will be posted via future amendment.

3) Cut-off date for requests for inclusion in the Interested Parties List remains 1400 EDT on 27 October 2026. An amendment will be posted shortly after this cut-off date/time with the Interested Parties List.

4) White paper response date remains 1400 EST on 06 November 2026.

Requests for Information (RFI) Responses

7. Can tables, charts and graphics use smaller than 12pt font?

A: No. White Paper submissions, including all tables and charts, shall use standard 8.5 x 11-inch pages.

8. Can tables, charts and graphics use smaller than 12pt font?

A: No. All portions of the White Paper submission, including tables, charts, and graphics, shall use 12-point font.

9. The White Paper request document instructions for Evaluation Criterion #1 includes the following statement: “Preference will be given for examples demonstrating an ability to concurrently manage multiple largescale construction projects with an aggregate value exceeding $75,000,000 and/or building types – Child Development Centers, Elementary Schools, or other similar institutional projects.”

Question: Does this refer to a single project among the minimum of 3 with multiple buildings/locations and an aggregate value of > $75M in that single project experience reference, or is this a reference to respondents submitting 3 or more projects and having multiple of them concurrently executed with an aggregate value >$75M?

A: This refers to the aggregate of the projects submitted exceeding $75,000,000 and meeting the building type criteria defined in the AOI.

10. What is the anticipated budget for each CDC project?

A: The Government is not releasing anticipated budgets for individual CDC projects at this time.

Respondents should develop parametric project-specific estimates based on the location, capacity, approximate square footage, and requirements provided in the AOI. Estimates should identify key assumptions, exclusions, and cost elements.

Respondents must also demonstrate, using a comparable traditional commercial construction baseline, how their proposed industrialized construction approach could reduce total design and construction costs by 20% or more while maintaining required quality, durability, resiliency, and lifecycle performance.

Respondents can identify process decisions, site access, criteria standards, permitting support, acquisition approach, or other conditions they would require to achieve the stated cost, schedule, quality, durability, resiliency, and lifecycle-performance objectives.

11. Does NAVFAC anticipate making a single award or multiple awards under this program?

A: See response to RFI# 1.

12. How will the projects be packaged and released to industry?

A: The government will decide the appropriate number of agreements/packaging once the AOI and RPP responses are evaluated.

13. What are the anticipated construction start dates for each facility?

A: The current MILCON programmed budget years are as follows:

FY 26: Naval Base San Diego FY 27: NAS Oceana, Naval Shipyard Norfolk, Naval Station Norfolk, JEB Little Creek - Fort Story FY28: Quantico FY29: Naval Base Coronado, CA, Naval Base San Diego (Murphy Canyon), NAWS China Lake, CA FY30: NAS Jacksonville, FL, NSS Portsmouth Naval Shipyard (Pease Tradeport), NH

Note that anything beyond FY28 is subject to change.

14. What are the anticipated completion dates?

A: The anticipated completion dates will be determined by the final agreement and project packaging and are not available at this time.

15. Which facilities are expected to be awarded first?

A: See response to RFI #1, #12, and #13.

16. How are the evaluation factors weighted during the source selection process?

A: This effort is not a FAR-based source selection process; rather, it is an evaluation and selection process using the Other Transaction Authority of 10 USC 2808a. The evaluation criteria set out in Phase 1 are used to assess vendors to proceed to the Request for Project Proposal phase. No weighting will be provided for the Phase 1 assessment of White Paper Submissions.

17. What CDC prototype designs, specifications, or standards will be provided during Phase 2?

A: These specific requirements will be defined in Phase 2 RPP.

18. What percentage of off-site manufacturing is anticipated or desired for each facility?

A: No specific percentage or target for off-site manufacturing is established in the AOI.

19. Regarding the Hampton Roads projects, can you confirm the specific installation or site associated with the NSA Hampton Roads CDC project?

A: Additional information will be provided in Phase 2 RPP.
