About this opportunity
The General Services Administration (GSA) Federal Acquisition Service is procuring seventeen (17) 60-ton lowbed trailers on behalf of the Department of the Navy under RFQ 47QMCA26Q0040. The trailers must comply with comprehensive technical specifications aligned with Military, American Welding Society, and Society of American Engineers standards, including a 120,000-pound minimum payload capacity, composite deck construction, removable gooseneck hydraulic system compatible with multiple government tractors, diesel pony motor capable of operating on JP8/F24 fuel, and air transportability certification for C-17 and C-5 aircraft. Quoters must submit electronic proposals via email to Contracting Officer Mark F. Brown at mark.f.brown@gsa.gov by April 2, 2026 at 3:00 PM Eastern Time, with technical volumes limited to 40 pages and including preliminary drawings, quality assurance documentation, and customer service details. The Government will evaluate proposals based on technical compliance with specifications, special features exceeding specifications, warranty considerations, past performance on similar projects, and delivery terms, with non-price factors being significantly more important than price. Award will be made on a firm-fixed-price basis to a single offeror, with the Government reserving the right to pay via electronic funds transfer through GSA Fleet systems portals.
This solicitation is designated as a total small business set-aside under NAICS code 336212 (Truck Trailer Manufacturing), requiring all quoters to be certified small businesses with active System for Award Management (SAM) registration to be eligible for award. There are no identified incumbent contractors or current vendors listed in the solicitation materials. The procurement is divided across three delivery locations with the following quantities: ten trailers to Naval Expeditionary Logistics Support Group in Williamsburg, Virginia; three trailers to NSWC W8Y0AA in Poca, West Virginia; and four trailers to USMC Blount Island Command in Jacksonville, Florida, with the last two units added via Amendment 001 issued on March 27, 2026. Quoters must provide a 60-month bumper-to-bumper warranty, comprehensive operator and maintenance manuals, and support first article operational testing at Gulfport, Mississippi, with final acceptance contingent on Air Transportability Test Loading Agency (ATTLA) certification. The specific budget value for this procurement is not disclosed in the solicitation materials, though all costs must be included in the firm-fixed-price quote.
