About this opportunity

The Naval Supply Systems Command (NAVSUP) has issued a Request for Information to identify contractors capable of providing a hybrid Identity and Access Management (ICAM) solution for the Navy Data Platform (NDP). The requirement seeks a comprehensive system that will support over 15,000 users across multiple target systems including SAP Business Objects, SAS Data and AI Solutions, and YellowBrick Data Warehouse. Key technical requirements include PKI authentication, single sign-on capabilities, automated user provisioning, role-based access controls, and integration with Naval Identity Services (NIS) system. Contractors must demonstrate capabilities in zero trust architecture implementation, FedRAMP approval status, and meet stringent performance metrics including routing access requests within 2 minutes and processing password resets within 30 seconds. Responses are due by July 8, 2025, and all questions must be submitted prior to the RFI closing date to the designated Navy point of contact at raymond.e.thompson18.civ@us.navy.mil.

This procurement does not utilize any set-aside designations and is open to all qualified contractors. Respondents must provide their CAGE code, identify their socio-economic status certifications such as WOSB or HubZone, and specify the government contracting vehicle through which the Navy can issue future solicitations, such as NASA SEWP or GSA Advantage. The solution must support a substantial user base of more than 15,000 individuals and include comprehensive system design, implementation, testing, deployment, and ongoing maintenance services. Critical performance specifications require the system to begin provisioning within 5 minutes of approval and maintain robust auditing, error management, and reporting capabilities. No incumbent contractor or specific budget range has been identified in this pre-solicitation notice, and no award values have been disclosed at this stage of the procurement process.

The NAVSUP Business Systems Center (BSC) NDP division is in the process of moving to a government global federated Naval Identity Services (NIS) system that provides PKI Authentication, Identity, Credential Provisioning and Access Management (ICAM).
