About this opportunity

The Naval Supply Systems Command is seeking logistics support and training services for the Naval Small Craft Instruction and Technical Training School (NAVSCIATTS) located at Stennis Space Center, Mississippi. The government intends to award this contract on a sole source basis to RMGS INC under 10 U.S.C. 3204(a)(1), justifying the procurement by asserting that the required services are available from only a limited number of responsible sources. The contract will encompass comprehensive training support including instruction, curriculum development, logistical coordination, and administrative services for international military training programs. The Performance Work Statement specifies that contractors will staff approximately 39-49 positions across 18 distinct roles, including operational and technical instructors, course leads, student support coordinators, and maintenance technicians supporting multiple specialized courses such as Strategic Leadership International Course, Waterborne Instructor Courses, Patrol Craft Officer Training, and Unmanned Systems Operations. Interested sources must submit written technical capabilities demonstrating clear and convincing evidence that competition would be advantageous to the government by 1400 Eastern Time on December 26, 2025, with submissions limited to three pages and directed to matthew.r.forsythe.civ@us.navy.mil.

This procurement carries no set-aside designation and represents a bridge contract to allow RMGS INC to continue current operations under existing task order H9224020D0013 / H9224024F0503 while the government prepares a competitive follow-on procurement. The current task order expires February 28, 2026, and the sole source contract is anticipated to extend for approximately six months, with performance ending around August 2026, at which point the competitive procurement would commence. The broader long-term contract will cover a period of performance from March 1, 2026 through September 18, 2030, supporting international military and law enforcement training with courses accommodating 10-25 students per iteration ranging from one to eight weeks in duration. While no specific contract value is disclosed in this pre-solicitation notice, the scope of services involving 39-49 full-time contractor positions across multiple technical and instructional roles suggests a significant procurement. If no written challenges or alternative capability statements are received by the deadline, the government will proceed with executing the sole source justification and approval documentation.
