About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base seeks subscription and licensing services for the C-130J Navigational Database, with proposals due July 31, 2026. This is a sole-source acquisition under FAR 6.302-1, foreclosing open competition; all responsible sources may submit a capability statement for agency consideration.

Place of performance is Georgia, USA. The procurement requires NavDB subscriptions delivered every 28 calendar days across 13 cycles annually, sourced from National Geospatial-Intelligence Agency DAFIF 8.1 for Refueling Tracks and Jeppesen ARINC 424 for all other records. The contractor must provide NDB Explorer Tool updates supporting up to ten computer licenses, field-loadable Chute Database updates using government-provided information, and field-loadable Magnetic Variation Database updates. Configuration control, immediate notification of issues with mitigation plans, and technical support during platform installation are required. The base period runs from November 22, 2026, through November 21, 2027, with four optional 12-month renewal periods extending through November 21, 2031. Aircraft quantities expand from 178 total across USAF, USCG, and USMC in FY27 to 228 by FY31.

The contract is firm-fixed-price with eight base line items and 32 option line items, priced as individual lots. Contractors must comply with CMMC Level 2 (Self) cybersecurity requirements prior to award and submit complete pricing proposals covering all base and option periods; incomplete proposals limited to Option Year 2 are not acceptable. Payment is made via Wide Area Workflow using DoDAAC F03000. NAICS code 541330 applies with a $25.5 million size standard. The acquisition is unrestricted and not set aside for small business, though a 10 percent HUBZone small business evaluation preference applies. Funds are not presently available; no award will be made until funding is allotted.
