About this file

This document is a Questions and Answers (Q&A) file addressing offeror inquiries regarding a USAF contract opportunity for navigational database and related services.

The contract involves delivery of navigational databases and products to support USAF, USMC, and USCG aircraft operations through November 2031. Key products include NGA DAFIF 8.1 (Government-Furnished), Jeppesen ARINC 424 (Contractor-Furnished requiring independent licensing and maintenance), Chutes database (updated only if Air Transportability Test Loading Activity data changes), and Magnetic-Variation database (Government-Supplied). Aircraft quantities range from 178 total aircraft in base year 2027 to 228 in option year 2031, with anticipated contract award of 22 November 2026 and first deliverable due 26 November 2026, with final deliverable scheduled for 20 November 2031. Proposals must include pricing for all requested Contract Line Item Numbers (CLINs) across the base year and all four option years (2028-2031); incomplete proposals limited to pricing through Option Year 2 are not acceptable. Configuration control responsibilities require the contractor to designate, verify, and control authorized signature blocks for engineering documentation with strict design and technical authority separation. Quotes may be submitted via email to the Contracting Officer (tiffany.holmes.2@us.af.mil) and Contract Specialist (megan.salter@us.af.mil), with DoD SAFE links accommodated for files exceeding 20MB. CMMC Level 1 or Level 2 self-assessments must be conducted and uploaded to SPRS as required, with PCOs verifying appropriate CMMC status prior to award, option exercise, or period of performance extension. Worksheets submitted must be unlocked with formulas intact rather than hard-coded values.

Round One of Questions

Q1: Chutes database: There has not been a new Chutes database release since 2021. Can you please confirm whether USAF requires a new database to be generated under this proposal?

A: The Chutes database is updated as directed by Wright Patterson Air Force Base and would need to be updated only if the Air Transportability Test Loading Activity (ATTLA) data changes.

Q2: Section 2.5 Configuration Control: Could you please provide additional detail regarding the contractor’s required scope and responsibilities under this section?

A: The contractor is responsible for designating, verifying, and controlling authorized signature blocks for all engineering documentation; to include strict design & technical authority separation, technical & managerial approval, coordinating all signatures and configuration management.

Q3: Period of performance / option years: A contractor is only able to provide pricing through Option Year 2 (three years total). Please confirm whether this approach is acceptable for proposal submission.

A: A complete proposal will respond to all requested line items.

Q4: Submission method and format. How should quotes be delivered (email to this address, DoD SAFE, SAM.gov, or other), and is there a required quote template or CLIN pricing format for the eight base line items and the four option periods?

A: Quotes may be emailed to the cognizant Contracting Officer (tiffany.holmes.2@us.af.mil) and Contract Specialist (megan.salter@us.af.mil), requesting confirmation of receipt. For file sizes exceeding 20MB, a DoD SAFE link may be requested from the same. No template is necessary, but the contractor should ensure that any worksheets should be unlocked and have formulas intact rather than hard-coded values.

Q5: CMMC Level 2. The RFQ references CMMC Level 2 (Self). Must the offeror's CMMC Level 2 self-assessment be posted in SPRS at the time of quote, or is it required only prior to award? Is a current SPRS score acceptable, and is there a minimum?

A: At the time of this solicitation, it was required that the offeror's CMMC Level 2 self-assessment be posted in SPRS at the time of award. Later guidance in July 2026 halted this requirement while the program is reviewed. At the time of this posting, Contractors must continue to conduct CMMC Level 1 or Level 2 self-assessments mailto:tiffany.holmes.2@us.af.mil mailto:megan.salter@us.af.mil as required by the solicitation and contract and upload the results to SPRS. PCOs must verify the contractor has the appropriate CMMC status in SPRS prior to contract/TO/DO award, option exercise, or PoP extension.

Q6: Navigational data sources. Are the underlying data subscriptions — NGA DAFIF 8.1 and Jeppesen ARINC 424 — Government-furnished for this effort, or is the contractor responsible for independently licensing them? Likewise, please confirm the source/handling for the Government-supplied Chute and ATTLA Magnetic-Variation data.

A: NGA DAFIF 8.1 is Government-Furnished via NGA download portals. Jeppesen ARINC 424 is Contractor-Furnished; the contractor must independently license and maintain active commercial subscriptions

Chute and ATTLA Magnetic-Variation Data: These are Government-Supplied data products provided directly through official Government systems (ATTLA portal and AFFSA TERPS/NGA databases)

Round 2 of Questions

Q7: Can full aircraft quantity estimates be provided for all option years?

A: The table below lists the base year (2027) and all option years (2028-2031).

Year Fleet Total USAF A/C USMC A/C USCG A/C 2027 178 93 66 19 2028 195 110 66 19 2029 204 119 66 19 2030 216 131 66 19 2031 228 143 66 19

Q8: A specific contractor states that they will not quote a chutes database at this time, as the contractor has not been notified of any ATTLA changes, but this may be quoted at a later date if USAF requests it and ATTLA data changes.

A: The USG notes this comment.

Q9: A specific contractor notes that the 2025 MagVar Database (MVDB) was delivered to USAF recently, and as this is the most up-to-date version, a quote for this database will not be provided.

A: The USG notes this comment.

Q10: A specific contractor notes they will not be able to provide a complete proposal within a reasonable timeline for optional quotes beyond 2029.

A: The USG notes this comment but also notes that a complete proposal should provide pricing for all requested CLINs.

Q11: A specific contractor notes that the NDBs will be delivered and activated in accordance with FAA guidelines which do not necessarily align with the period of performance outlined in the RFQ.

A: For clarification on the timeline, the Federal Aviation Administration (FAA) deliverable schedule aligns with the anticipated contract award date of 22 November 2026. The first deliverable is scheduled for 26 November 2026, just four days post-award. The last deliverable is scheduled for 20 November 2031, one day before contract expiration. Please note that the Government would have gotten the delivery on 29 October 2031.
