The contract classification falls under NAICS code 621555 for Medical Laboratories with a business size standard of $41.5 million, and Product Service Code Q301 for Reference Laboratory Testing. The contract structure includes five Contract Line Item Numbers (CLINs) for NavDX Testing Services with a performance period spanning from July 1, 2025, through June 30, 2030, comprising a base year and four option years.
The objective of this sole source award is to procure all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items required to perform NavDX testing services for NMCSD. Vendors interested in challenging the sole source determination must submit capability statements by 1600 Pacific Standard Time on June 24, 2025, via email to the designated Contract Specialist. These capability statements must not exceed six pages using 8.5 x 11 inch format with a minimum 10-point font size and must include comprehensive management, technical, and cost information demonstrating the vendor's ability to provide the required services. The government will consider all capability statements received by the deadline solely to determine whether to proceed with competitive procurement or continue with the sole source award. Vendors must provide convincing evidence of their capabilities rather than merely submitting requests for documentation or questions, as only affirmative responses demonstrating service capability will be considered.
