About this opportunity
The Naval Surface Warfare Center Carderock Division has issued a notice of intent to award a sole source contract for repairs to a GC60 Irradiator. This notice was published by the Department of the Navy Naval Sea Systems Command on August 27, 2025, with a response deadline of September 4, 2025. The agency intends to award the contract directly to Hopewell Designs, Inc., located in Alpharetta, Georgia, without competitive bidding. The sole source procurement is justified under Federal Acquisition Regulation 6.302-1(a)(2)(ii)(A) as only one responsible source exists that can satisfy the agency's requirements. This notice explicitly states it is not a request for competitive proposals or quotations.
The purpose of this procurement is to restore a critical GC60-100 Gamma Irradiator system that became inoperable due to air compressor failure, which rendered radiation detection equipment testing capabilities unavailable. The repair work encompasses replacing components including the air compressor, shielded enclosure, beam collimator, safety interlocks, video monitors, and positioning systems, along with cleaning and relocating radioactive sources. No competitive bidding process is available since Hopewell Designs, Inc. is the original equipment manufacturer with proprietary design rights and the only vendor possessing the necessary license to meet Navy specifications for this specialized radiation detection equipment. The contract has a six-month performance period and carries a total value of $12.5 million, with completion required by February 27, 2026, to maintain the Navy's radiation detection equipment testing schedule and operational capability.
