About this file
This Justification and Approval (J&A) document from the Naval Surface Warfare Center, Carderock Division (NSWCCD) details a sole-source firm fixed-price contract with Hopewell Designs, Inc. (HDI) to restore a GC60-100 Gamma Irradiator system. The contract addresses a critical repair needed after an air compressor failure rendered the radiation detection equipment inoperable. The procurement encompasses a comprehensive suite of components and services, including a shielded enclosure, beam collimator, safety interlocks, video monitors, air compressor, positioning systems, and installation support.
The contract is being awarded without full and open competition due to HDI's status as the original manufacturer, unique technical expertise, and proprietary design rights. A Naval Radioactive Material Permit specifically mandates the use of HDI's system, and no other vendor possesses the necessary license to meet Navy specifications. The period of performance is six months from the award date, with the primary objective being to maintain the Navy's radiation detection equipment testing schedule and ensure continuous operational capability.

J&A Number: N00167-25-SIMACQ-CD-63-0073 Code: 02 P.R. Number: N0002425PR16510
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division (NSWCCD), Contracting & Acquisitions Department (Code 02).
2. Description of the Action Being Approved NSWCCD intends to award a firm fixed price contract to be awarded without providing for full and open competition. The proposed contract action is to be awarded to Hopewell Designs, Inc. located at 5940 Gateway Drive, Alpharetta, Georgia 30004. The justification document is in accordance with FAR 13.501(a)(2).
3. Description of Supplies/Services NSWCCD Code 631 Radiation Detection Technology Branch requires a Firm Fixed Price (FFP) contract for material and services to restore the functional capability of the Hopewell Designs Inc. (HDI) GC60-100 Irradiator system. A critical component of this system is the air compressor, which facilitates the movement of the radioactive source from the shielded to the unshielded position for testing. During regular operations, the air compressor experienced a catastrophic failure, leading to a leak of compressor fluid and oil into the irradiator chamber, subsequently rendering the equipment inoperable.
Immediate repair and restoration of the HDI GC60-100 irradiator is needed to maintain the testing schedule and ensure continuous operational capability of the RADIAC equipment.
for Radiation Detection, Indication, and Computation (RADIAC) manages and provides radiation detection equipment, technical support, and training related to radiological controls and safety. NSWCCD Code 631 is soliciting the service of HDI to replace the existing GC60-100 Gamma Irradiator housing, clean the existing sources and reinstall them into the cleaned irradiator.
The GC60 system procurement encompasses a comprehensive suite of components and services, including a shielded enclosure, beam collimator, safety interlocks, video/camera monitors, air compressor, linear positioning system and track, laser alignment system, temperature/pressure monitor, engineer installation support, irradiator calibration, rabbit relocation, NIST traceability, and shipping the new irradiator to NSWCCD and the old irradiator to the OEM, HDI.
The period of performance is six (6) months from date of award.

4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. §3204(a responsible source or only from a limited number of responsible sources and no other type of property or
5. Rationale Justifying Use of Cited Statutory Authority Hopewell Designs, Inc. (HDI), is the original manufacturer of the irradiator under Contract N00167-12- P-0011. HDI has unique expertise and familiarity with the design specifics and how the irradiator is installed in the facility. The custom installation requirements, proprietary rights to the design of the GC60-100 Irradiator and familiarity with the equipment deems necessary a Sole Source award to the original contractor to guarantee successful repair and replacement of the irradiator.
Due to Naval Radioactive Material Permit (NRMP) no. 19-00167-E1NP, which specifically mandates the use of Hopewell Design, Inc. (HDI)'s GC60 irradiator system, and the fact that no other known vendor possesses the proprietary license to meet Navy specifications, awarding this procurement as a sole source/brand name is the only viable option. Furthermore, failure to do so would result in the loss of existing radioactive sources, requiring a complete system replacement and significantly increasing costs and downtime.
6. Description of Efforts Made to Solicit Offers from as Many Sources as Practicable Market research was conducted to determine the availability and cost-effectiveness of repairing the existing HDI GC60-100 irradiator versus procuring a new unit. Given the specialized nature and proprietary rights to the design of the existing irradiator system and the regulated requirements for handling radioactive materials, inquiries were directed to the original equipment manufacturer, Hopewell Designs Inc. (HDI). Information was solicited regarding the availability of replacement parts, the feasibility of decontaminating and reusing the existing housing, and the cost of a new GC60-100 irradiator.
This research confirmed that HDI possesses the unique technical expertise and proprietary knowledge required to safely and effectively service the irradiator, including handling and manipulation of the radioactive sources. Consideration was given for alternative vendors capable of providing similar repair or replacement services; however, no other vendors were identified with the requisite experience and qualifications to handle this specific model irradiator and its radioactive components, and no other vendor was included in the NR making HDI the sole source provider for this specialized repair.
7. Determination of Fair and Reasonable Costs The Contracting Officer will determine that the costs to the Government for the services covered by this J&A will be fair and reasonable, in accordance with FAR13.106-3.
In accordance with FAR 13.106-3(a), the Procuring Contracting Officer (PCO) shall ensure that all services provided under the anticipated contract are procured at a fair and reasonable price. The Government will require the contractor to submit a formal price proposal and sufficient information to support the accuracy and reliability of the estimate. The PCO shall determine that the proposed order
8. Actions to Remove Barriers to Competition For the reasons set forth in Paragraph 5, NSWCCD C/631 has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, C/631 will assess whether competition for future requirements is feasible.
