About this opportunity
The Engineer Research and Development Center (ERDC) Environmental Laboratory, under the Department of the Army Corps of Engineers, is seeking innovative natural and hybrid infrastructure (NHI) solutions for shoreline restoration and coastal resiliency at Naval Support Area (NSA) Cutler in Maine. This Commercial Solutions Opening (CSO) solicitation seeks expert technical support to develop new applications of NHI technology and methodology for placement in the complex northeastern coastal landscape, an environment traditionally considered inhospitable for such interventions due to extreme weather events and temperature variability. Key contract requirements include demonstrating innovative NHI technologies, providing evidence of previous experience with NHI project design and permitting, and expertise in cold region coastal environments. Evaluation criteria focus on technical merit, including feasibility of approach, previous NHI project experience, and potential to enhance mission effectiveness. The amendment extended the solution brief submission deadline to January 16, 2026, at 10:00 AM CST, with submissions required as five-page maximum PDFs through erdcwerx.org.
There is no set-aside designation for this contract, and no incumbent contractor is identified. The total available funding is $2,100,000, with potential for up to three awards and a maximum 30-month performance period. The project encompasses approximately 3.1 miles of coastline spanning approximately 170 acres, with deliverables including 60% design concepts combining NHI and conventional infrastructure, permit applications, cost estimates, and a final project report that anticipates 40-60% NHI interventions. Key numerical details include protecting a perimeter road and addressing 96 terminal end anchors at the site. The place of performance is Naval Support Area Cutler in Maine, with strict security requirements mandating that all personnel obtain security clearances and explicitly prohibiting foreign nationals from accessing the site.

This is a Combined Synopsis/Solicitation: This Solicitation is a Commercial Solution Opportunity. Construction services as anticipated in Far 36, Architect-engineer services as defined in FAR 36.102, and Design-Build requirements as defined in FAR 36.3 shall not be acquired under this contract. However, informal drawings, incidental to the proposal, reflecting the plan of action, are anticipated under this contract. This request is for Pre-Proposals only. The Engineer Research and Development Center (ERDC) is issuing a Commercial Solutions Opening (CSO) authorized by the Department of Defense (DoD) Class Deviation 2022-O0007. Under a CSO, the ERDC may competitively award proposals received in response to a general solicitation, similar to a Broad Agency Announcement (BAA), to acquire innovative commercial products, technologies, or services based on a review of solutions by scientific, technological, or other subject matter expert peers within the ERDC. “Innovative,” for CSO purposes, means any new technology, process, or method, including research and development (R&D), or any new application of an existing technology, process, or method. Under this CSO, all products, technologies, and services shall be treated as commercial items; products, technologies, and services do not have to be “commercially available” to be submitted in response to this solicitation. If the solution meets the requirements of the regulation, the solution is treated as commercial whereby the Contracting Officer will utilize commercial procedures to develop and execute the resultant award.
The ERDC, Environmental Laboratory (EL) seeks expert technical support and innovation to develop a new application for natural and hybrid infrastructure (NHI) technology and methodology for NHI placement in a complex landscape in the northeastern-most region of the continental US. This region has traditionally been thought of as inhospitable for the use and deployment of interventions such as NHI due to the combination of extreme weather events and extreme variability in temperature. Innovation to develop applications of NHI at this location would greatly accelerate practice and expand its utility and use beyond traditional landscapes where it is typically observed. Go to https://www.erdcwerx.org/advancing-shoreline-resilience/ for all of the CSO details and submission requirements. All solutions must be submitted via the ERDCWERX platform. Solutions for the general areas of interest will be accepted on a open and continuous basis through January 16, 2026. EMAIL SUBMISSIONS WILL NOT BE ACCEPTED
