About this opportunity
The Naval Supply Systems Command (NAVSUP) is seeking to integrate additional contractors into the Worldwide Expeditionary Multiple Award Contract (WEXMAC) through this Request for Proposal for WEXMAC 2.1 Territorial Integrity of the United States (TITUS). The solicitation covers comprehensive expeditionary logistics and support services including base operations, life support, medical services, force protection, communications, transportation, construction equipment, and various supply provisions across multiple phases of military operations. Only U.S.-based companies that are incorporated and directly controlled within the United States are eligible to compete for this multiple-award, indefinite-delivery/indefinite-quantity (IDIQ) firm-fixed-price contract. The government will evaluate proposals based on responsibility determination, compliance with solicitation requirements, and pricing assessment, with price not being a factor in the award decision. Key dates include a questions deadline of July 18, 2025, at 1000 Eastern Time, and a proposal submission deadline of August 8, 2025, at 1000 Eastern Time.
This solicitation carries no set-aside designation and is open to both small businesses and large businesses, with the government planning to evaluate proposals in sequence: first current WEXMAC incumbents, then large businesses, and finally small businesses. The contract has a maximum potential value of $20 billion over the entire contract period, with $10 billion allocated for the base period (August 15, 2025, to December 31, 2029) and $10 billion for the option period (January 1, 2030, to December 31, 2034). The contract will serve Region 27, which encompasses the United States and its Outlying Territories, with the place of performance centered in Mechanicsburg, PA. Contractors must demonstrate cybersecurity compliance including a "Basic Assessment" in accordance with DFARS requirements and must be capable of providing rapid response capabilities with a 72-hour response time for emerging requirements. The contract will support various U.S. Government agencies' logistics needs through competitively issued task orders.
