About this file

This document is an Amendment of Solicitation (SF30) for the Naval Supply Systems Command (NAVSUP) Worldwide Expeditionary Multiple Award Contract (WEXMAC) 2.1 Territorial Integrity of the United States (TITUS). The solicitation seeks to add a new geographic region (Region 27: United States of America and Outlying Territories) and increase the contract maximum, with a total potential value of $20 billion. The contract will support logistics management and integration services across various domains, including base operations, construction equipment, lodging, medical services, force protection, communications, transportation, and other support services.

Key details include a proposal submission deadline of August 8, 2025, at 1000 Eastern Time, with the base ordering period from August 15, 2025, to December 31, 2029. Both small businesses and other than small businesses may submit proposals, with a mandatory comprehensive checklist requirement. The solicitation emphasizes U.S.-based companies and requires contractors to have a "Basic Assessment" in accordance with DFARS cybersecurity standards. The Government will evaluate proposals in sequence: first current WEXMAC incumbents, then large businesses, and finally small businesses, with the intent to maintain service continuity and meet mission requirements across various operational needs.

It is unclear if TITUS Offerors are also being onboarded for WEXMAC.

The scope is essentially the same, and WEXMAC 2.0 clause H.1 (Rolling Admissions and Removals) was applied to cover issuance of the new TITUS RFP. That said, Section B does not include the funding associated with (new) Region 27, and paragraph L.1.1.6 states that each Offeror may only compete for one Region (only one Region [Region 27] was identified

Only for Region 27. Section A.6 added, "This solicitation is only for one (1) region (Region 27:

United States of America and Outlying Territories) for Worldwide Expeditionary Multiple Award Contract (WEXMAC). WEXMAC 2.0. Small businesses and other than small businesses may submit proposals in response to the solicitation."

in TITUS).

Can the Government please confirm that Offerors in response to N0002325R0001 are confined to bidding Region 27 only?

B

Will escalation clauses be permitted for fuel, insurance, or high-inflation cost areas? No.

C.1.10

Will travel or conference expenses be reimbursed beyond the $500 minimum for new awardees? No.

C.1.5

Are vendors expected to provide pricing estimates with operational execution plans in the base proposal narrative for evaluative understanding (even if not formally scored)?

No. Follow Section L for requirement for narratives.

C.1.6

Can a small business bid this contract for specific services instead of bidding the entire contract?

Section C.1.6, "The contractor shall provide logistics management and integration services to requiring activities and authorized ordering officers covered by this contract. These services require the contractor to integrate, manage, and perform all services and provide all supplies necessary to fully comply with the terms and conditions described in this performance work statement,"

C.1.6

RFP Language: General Questions: Please confirm that for WEXMAC 2.1 TITUS offerors are to respond only to section 9.3.1 of the

PWS?

Section C.1.6, "The contractor shall provide logistics management and integration services to requiring activities and authorized ordering officers covered by this contract. These services require the contractor to integrate, manage, and perform all services and provide all supplies necessary to fully comply with the terms and conditions described in this performance work statement,"

C.1.6

Will offerors be allowed to submit 'alternate technical approaches' at the RTOP stage that meet or exceed performance outcomes, or will only strict adherence to the ELIN PWS be permitted? Determined at task order level.

C.1.6 & H.1.3

Not all TOPR PWS align with all WEXMAC awardees areas of expertise. Please verify that awardees are not required to submit on TOPRs where their likelihood of winning is low without penalty under CPARS.

Section C.1.6, "The contractor shall provide logistics management and integration services to requiring activities and authorized ordering officers covered by this contract. These services require the contractor to integrate, manage, and perform all services and provide all supplies necessary to fully comply with the terms and conditions described in this performance work statement," and Section H.1.3, "The Government mandates consistent high performance and timely submissions of task order proposals from all MAC contractors. Failure to meet these standards, including but not limited to, repeated poor performance or the neglect to submit proposals for task orders, may result in the contractor's removal from the WEXMAC."

C.1.8.3

Section C.1.8.3 implies a full-day billing even for partial service days.

Will this apply universally to all ELINs, even those where delivery/setup may occur late in the day and usage is minimal?

Determined at task order level and individual ELIN(s).

C.PQS

Are prime contractors awarded a contract under WEXMAC 2.1 allowed to change subcontractors during the period of performance granted they inform the contracting officer of the new subcontractor’s capabilities and SAM registration details? Yes.

C.PWS

WEXMAC 2.1 RFP: There are several references to WEXMAC 2.0 throughout Section C, 0, and 1. Is it the Governments intent to reference the WEXMAC 2.0 program or does the Government intend to update language to WEXMAC 2.1? Please clarify. C.PWS amended appropriately.
