FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and a determination of responsibility/ technically acceptable low bids.
EVALUATION CRITERIA
The Government will award a firm-fixed-price contract from this solicitation based on selection of the lowest priced technically acceptable (LPTA) quote.
A technically acceptable quote is one in which the provided level of effort and labor mix used to develop the total overall price is determined to be sufficient and realistic to accomplish the work described in the PWS during the period of performance. NAVSUP BSC COR and Technical Assistant (TA) will review the level of effort and labor mix for technical acceptability. The level of effort and labor mix is part of the price submission. Accordingly, the following factor shall be used to evaluate proposals.
1. Price
a. The offerorâs level of effort and labor mix will be evaluated for sufficiency to accomplish the work described in the PWS during the period of performance.
b. The offerorâs price will be evaluated on the basis of price reasonableness.
Price analysis will be used to determine the evaluated price to support the selection of the LPTA offeror. The evaluation may include, but is not limited to, the price analysis techniques listed at FAR 15.404-1(b)(2).
System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
