About this opportunity

This Limited/Sole Source Justification Notice from the Defense Information Systems Agency is for satellite communications services from Viasat to provide five aircraft with four simultaneous data users, three simultaneous voice users, and 2048 kilobits per second of aggregate bandwidth. The justification for awarding the contract on a sole source basis to Viasat is that Viasat's proprietary installed hardware on the aircraft only operates with Viasat's space segment, and upgrading to work with another contractor's space segment would take three to four years and cost up to $10 million. The Defense Information Systems Agency will award contract HC101320C0005 to Viasat following a fair and reasonable price determination, for an approximately $5 million firm fixed price contract to be performed on September 9, 2020.

Notice text

The contract will include up to five subscriptions (one subscription per aircraft) of the Viasat Global Network (VGNet) Ku Plus worldwide Ku-band service, with surge potential to increase service levels to Viasat’s VGNet Ku Enhanced Premium plan to meet the NSLC-A objective end-to-end connectivity requirements. Service levels are defined by the data rate, or a range of possible data rates, in megabits per second (Mbps) for the forward link (FL) (earth terminal to aircraft) and return link (RL) (aircraft to earth terminal). Subscriptions include space segment, terrestrial segment, and customer service support for global operations. Aircraft data traffic shall reside on private terrestrial networks that are exclusive to NSLC-A. A multi-protocol label switching (MPLS) connection is required for Ku Spread Spectrum (KuSS) data forwarding from the KuSS service hub terminal or network operations center to three locations at service start.  Additionally, options are required to allow increases in data forwarding rates (to match the higher service levels to meet NSLC-A objective requirements) and for data forwarding to one or more additional locations if needed during the performance period.

Awarded contract HC101320C0005 to unknown vendor for unknown amount on 2020-09-09.
