About this opportunity
Naval Facilities Engineering Command is preparing to procure facility support services for the U.S. Naval Research Laboratory in Washington, District of Columbia, with a sources-sought response deadline of June 19, 2026, under a total small business set-aside. The contract will be a firm-fixed-price award with performance from February 17, 2028 through February 16, 2036 (eight years). NAICS code is 561210 (Facilities Support Services) with a $47 million size standard.
Scope encompasses facility management, facility investment, integrated solid waste management, pavement clearance, and utilities services across NRL's campus-like complex. The contractor must furnish all labor, supervision, management, tools, materials, equipment, facilities, and transportation necessary to perform recurring and non-recurring work. Work is performed on a performance-based service acquisition (PBSA) approach with measurable standards and performance incentives. Government regular working hours are 0700–1600, Monday through Friday, excluding federal holidays, though certain annexes require continuous 24-hour operations.
Key personnel requirements include a Project Manager, Quality Manager, Site Safety and Health Officer, and Environmental/Energy Manager. Contractor must obtain security clearances and DBIDS credentials for personnel, comply with EM 385-1-1 and OSHA safety standards, maintain comprehensive general liability insurance of $500,000 per occurrence minimum, and submit data to NAVFAC Maximo for asset and work order management. The Government intends to maintain the existing MAXIMO system requirements and limits of liability thresholds through formal solicitation; offerors should rely exclusively on the current Performance Work Statement and its annexes for scope evaluation.
Interested contractors must submit a capability statement by June 19, 2026 at 12:00 PM EST to Naomi Frambes (naomi.k.frambes.civ@us.navy.mil) and Shauna Lloyd (shauna.e.lloyd2.civ@us.navy.mil), referencing N40080-26-R-0631 in the email subject line.
