About this file

This document is a Questions and Answers (Q&A) file from a federal market research phase related to a facilities maintenance and management contract opportunity.

The Government provided three clarifications regarding scope assessment and requirements stability. First, offerors should rely exclusively on the current Performance Work Statement (PWS) and its annexes for scope evaluation, as no historical contract workload information (facility counts, service order volumes, or preventive maintenance activities) will be released during the acquisition process. Second, the existing MAXIMO system requirements structure detailed in Annex 020000 and related annexes, including data reporting, inventory updates, and condition assessments, will remain unchanged through formal solicitation. Third, the Government confirmed that limits of liability thresholds and all recurring work transition processes referenced in the annexes will not be modified as the acquisition progresses. These responses indicate the Government intends to maintain procurement stability and expects industry to finalize pricing and resource planning based on the current documented requirements without anticipating substantive revisions.

Text version

Q1: The notice indicates that no historical contract reference is available. To the extent permitted during market research, is the Government able to clarify whether any workload information (such as counts of facilities, historical volumes of service orders or preventive maintenance activities) will be released later in the process, or whether offerors should rely solely on the current PWS and annexes when assessing scope?

A1: The offerors should rely on the current PWS and annexes when assessing the scope.

Q2: The PWS includes substantial requirements related to MAXIMO (e.g., data reporting, inventory updates, condition assessments). Should industry expect any refinements to these data or reporting requirements prior to a formal solicitation, or should we assume the existing structure in Annex 0200000 and related annexes will remain largely unchanged?

A2: The existing structure in annex 020000 and related annexes will remain unchanged.

Q3: Several annexes reference recurring work limits of liability and the circumstances under which work transitions to non-recurring. For planning purposes, is the Government anticipating any updates to these thresholds or processes as the acquisition progresses?

A3: We plan to leave the limits of liability and all thresholds the same.
