About this opportunity
Naval Supply Systems Command seeks accreditation services for the Naval Education and Training Command (NETC) through a sole-source procurement with the Council on Occupational Education (COE), with quotations due June 19, 2026. This is a non-competitive acquisition under FAR 12.202(b) and FAR 5.101 and 5.201; COE is the only nationally recognized accrediting agency capable of providing the specialized institutional accreditation services required to maintain NETC Learning Centers' higher education accreditation status.
Place of performance is Pensacola, Florida, with service delivery required across ten NETC Learning Centers located at domestic sites including Panama City, Pensacola, Port Hueneme, Virginia Beach, Newport, Dahlgren, and Groton. Eight facilities are currently COE-accredited; two additional Navy institutions (Naval Aviation Schools Command and Surface Warfare School Command) require initial accreditation under this contract.
The base performance period runs September 30, 2026 through September 29, 2027, with four one-year options and one six-month option extending the contract through March 29, 2032. The contract comprises firm-fixed-price accreditation services and cost-reimbursable line items for travel and other direct costs. Contractor responsibilities include deploying visiting teams to Learning Centers upon completion of self-studies, conducting on-site evaluations, validating self-study reports, recommending accreditation status, performing cyclical reaffirmation evaluations, and providing quarterly in-progress reviews. The contractor must furnish EDVera database access and notify the Government Point of Contact when 85 percent of the travel funding limit is reached. Quotations must include FAR provision 52.212-3 and be submitted by email to charles.c.christie5.civ@us.navy.mil. Inspection and acceptance occur at the Chief of Naval Education and Training facility in Pensacola. The NAICS code is 611710, Educational Support Services; PSC is U010.

The proposed acquisition is for services for which the Government intends to solicit and negotiate with only one source, the Council on Occupational Education (COE) (CAGE:1G2L4), IAW FAR Overhaul 12.202(b) and FAR Overhaul 5.101 and 5.201. The Council on Occupational Education is a national institutional accrediting agency for the accreditation of non-degree-granting and applied associate degree-granting postsecondary occupational education institutions and the only nationally recognized accrediting firm that can support the federal government training activities. Because of this specialty designation, COE is the only vendor capable of providing the complete range of necessary accreditation services required by NETC to maintain the current, higher education accreditation status of the NETC’s Learning Centers.
