About this opportunity

The Department of the Army Corps of Engineers Engineering District Louisville is seeking to establish an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) pool for comprehensive heavy metals remediation services. The procurement covers heavy metal sampling, mitigation, and remediation services including sampling and abatement of heavy metal contamination, plus ancillary environmental services such as remediation, start-up activities, environmental compliance, and environmental analysis. Contractors must possess proper certifications including EPA-certified personnel, Certified Industrial Hygienists, EPA-certified Lead Risk Assessors, and EPA-certified Lead Abatement Supervisors and Workers, with requirements to use NLLAP-accredited laboratories for analysis. Amendment 0001 modified several evaluation criteria, including lowering concurrent work requirements from 50 to 30 separate properties/buildings, revising sampling requirements to focus solely on wipe sampling, and deleting mold remediation evaluation criteria. The proposal due date was extended to February 25, 2025 at 4:00 PM ET, and offerors must acknowledge Amendment 0001 in their submissions.

This solicitation is designated as an unrestricted procurement with full and open competition, with no set-aside provisions applied. The contract will service 670 locations and facilities across the Continental United States, Alaska, American Samoa, Northern Mariana Islands, Guam, Hawaii, Puerto Rico, and the U.S. Virgin Islands, encompassing former Indoor Firing Ranges converted to administrative facilities, contaminated occupied and unoccupied facilities, and heavy metals generating facilities. The sample project pricing schedule requires services across five locations with varying quantities of sampling (25-50 units per location) and abatement (10,000-25,000 square feet per location), utilizing a 12-month performance period. The action limit for surface lead contamination is set at 10 micrograms per square foot for all surfaces. No incumbent contractors or specific award values are mentioned in the available documentation, though the IDIQ structure suggests multiple awards will be made to create a competitive pool for future task orders.
