About this file
This is a Price Breakout Schedule template for a sample project under a Multiple Award Task Order Contract (MATOC) for heavy metals remediation services. The schedule requires pricing for 12 line items across five locations (American Samoa, Arkansas, Alabama, Colorado, and Connecticut), including project management, work planning, sampling, and abatement tasks at former Indoor Firing Ranges (IFR) that were converted to administrative facilities.
The template includes detailed quantity requirements for sampling (ranging from 25-50 units per location) and abatement (ranging from 10,000-25,000 SF per location), with a 12-month period of performance. It requires offerors to use Year 1 binding rates for 18 specific disciplines including Certified Industrial Hygienist, Environmental Technician, Project Manager, and others, with fixed hours provided for each position. The action limit for surface lead is set at 10 micrograms per square foot for all surfaces. Total evaluated price will be calculated by combining the subtotal of task items with the subtotal of discipline labor costs based on specified hours and binding rates.

NOTES FOR PRICE BREAKOUT SCHEDULE (SAMPLE PROJECT)
This is a hypothetical task that is given to Offerors during source selection to evaluate their understanding of the work and their ability to perform the work. Although the information provided is hypothetical for the locations of the Sample Project (SF, number of rooms, etc.), it is a reasonable representation of the type of work that will be required for the MATOC.
These facilities consist of former Indoor Firing Ranges (IFR) which were repurposed to administrative facilities for personnel. Consider each facility to be a Closed IFR. Attachment B – Army National Guard Industrial hygiene Sampling Guide defines a Closed IFR as an IFR that was removed from active use, successfully cleaned, and converted in accordance with ARNG policies.
The action limit for surface lead for the Sample Project is considered to be 10 micrograms per square foot (μg/ft2) for all surfaces. The action limit serves as both the hazard standard (lead dust sampling) and clearance level (lead dust mitigation). *Attachments A through D are only provided as reference and not all standards are up to date. Therefore, ensure the action limit of 10 μg/ft2 is adhered to for the purposes of pricing the Sample Project.
Period of Performance: All work shall be completed within twelve (12) months.
The proposed pricing for the Sample Project needs to include all costs (direct and indirect) associated with the tasks to be performed (Project Management, Work Planning, Sampling, and Abatement).
• The proposed Year 1 binding rates for the disciplines listed in the Schedule must be used to price the Sample Project. The binding rates on page 3 of Attachment 2 should only make up part of the costs for the items on page 1 of Attachment 2. ENSURE THE TABLES ON PAGES 1 AND 3 ARE
COMPLETED.
• The SCA Wage Determinations are for occupations that are not included in the Schedule A that may be necessary for the completion of work at each location. If there is a situation where an occupation, such as Clerk, may be included on the Schedule A and the SCA Wage Determination, then at a minimum that person needs to be paid at least the amount per hour listed in the applicable SCA Wage Determination.
BINDING RATES: Using the Schedule A Year 1 Hourly Rates, complete the table below for the Sample Project. ALL DISCIPLINES MUST BE USED.
Discipline Hourly Rate for Year 1
Total Hours for Sample Project
Total Cost of Discipline for Sample
Project Accounting Manager $ 40 $ Certified Industrial Hygienist $ 200 $ Chemist JR $ 16 $ Chemist SR $ 4 $ Cost Estimator $ 40 $ Environmental Scientist $ 4 $ Environmental Technician $ 600 $ Field Technician $ 200 $ Human Health Risk Assessor $ 4 $ Program Manager $ 4 $ Project Administrator $ 10 $ Project Manager $ 250 $ Quality Control Manager $ 16 $ Regulatory Specialist $ 8 $ Safety and Health Manager $ 200 $ Technical/Specifications Writer $ 40 $ Clerk $ 10 $ Certified Health Physicist $ 20 $
SUBTOTAL COST OF DISCIPLINES $
TOTAL EVALUATED PRICE
(SUBTOTAL OF ITEMS 0001-0012 PLUS SUBTOTAL COST OF DISCIPLINES)
The Government will analyze the Offeror-derived price proposal breakdown to confirm that the Sample Task Order utilizes the same critical key personnel/job titles at the same binding rates submitted by the Offeror in the proposed Schedule A.
Proposals that do not utilize the binding rates proposed in the Schedule A to calculate the price for the Sample Task Order will be considered deficient.
For evaluation purposes only, the total evaluated price of the Sample Task Order will be the overall total made up of the subtotal of the Sample Task Order Task Items (page 1 of Price Breakout Schedule) added to the subtotal of the discipline hourly rate multiplied by the fixed number of hours provided for each discipline (page 2 of Price Breakout Schedule).
