About this opportunity
The U.S. Fish and Wildlife Service is soliciting qualified Architecture and Engineering (A&E) firms to provide comprehensive technical services on an Indefinite-Delivery/Indefinite-Quantity (IDIQ) basis for the nationwide Dam Safety Program. Services encompass Safety Evaluation of Existing Dams (SEED) inspections, Potential Failure Mode Analysis (PFMA), Emergency Action Plans (EAPs), hydrologic/hydraulic and stability studies, NEPA compliance, design, construction support, and repairs or modifications to dams and related water resources engineering tasks. Offerors will be evaluated on Key Personnel, Specialized Experience, Past Performance, Capacity, General Project Approach, and Knowledge of Locality, with evaluation criteria focused on regional execution approaches rather than physical office locations. The critical deadlines include questions due by March 31, 2026 at 12:00 PM ET, and SF 330 proposal submissions due April 10, 2026 at 12:00 PM ET, with all materials submitted via email to Sanford Carson, Contract Specialist, at sanford_carson@fws.gov. All proposals are limited to 60 pages total and must include either CPARS or Past Performance Questionnaire forms; vendors must be registered in SAM.gov prior to submission.
This is a Partial Small Business set-aside with four anticipated contract awards: two unrestricted awards and two reserved for small businesses, with a combined estimated ceiling of $60,000,000 across all awards. The contract period of performance spans five years from June 1, 2026, through June 1, 2031, and will support approximately 305 earthen embankment and concrete dams managed by the Fish and Wildlife Service and potentially other Department of Interior bureaus, including approximately 16 classified as High or Significant hazard dams. The place of performance is nationwide, encompassing all FWS facilities and dam assets throughout the continental United States, Alaska, Hawaii, Puerto Rico, and other U.S. territories. Task orders will be issued annually on a firm fixed-price basis with scopes of work negotiated as individual projects, with issuance strictly dependent on available budget and prioritized using Risk-Informed Decision Making (RIDM) protocols. No current incumbents are identified, and task order sizes, frequencies, and work distribution have not been predetermined.
