About this file

This document contains two sets of Questions and Answers (Q&As) issued for Solicitation No. 140FGA26R0011 dated March 16, 2026 and March 19, 2026, addressing offeror inquiries regarding a U.S. Fish and Wildlife Service (USFWS) Indefinite Delivery Indefinite Quantity (IDIQ) contract for dam safety services.

The IDIQ covers dam safety monitoring, inspections, design, and construction oversight services across the entire Department of Interior (DOI) portfolio, including all earthen, concrete, and hydraulic structures and levees managed by USFWS and participating DOI bureaus. The contract encompasses the full geographic scope of DOI jurisdiction, including Alaska, Hawaii, Puerto Rico, and other territories. The government intends to award four contracts total—two to small businesses and two on an unrestricted basis—though the mix may be adjusted based on qualified offeror availability. Task order issuance is strictly budget-dependent and prioritized using Risk-Informed Decision Making (RIDM) protocols, with no predetermined schedule or anticipated ranges for task order size, frequency, or work distribution. Work may include Safety and Hydro Evaluation of Dams (SEED) inspections, Title I design, Title II/III construction oversight, and instrumentation evaluation and installation. Evaluation criteria include Key Personnel, Specialized Experience, Past Performance, Capacity, General Project Approach, and Knowledge of Locality, with the latter evaluated on regional execution approaches rather than requiring physical offices in every location. The 60-page page limit applies to the entire proposal submission, including all sections and attachments. All offerors, including small businesses, must provide a Small Business Participation Plan as a condition of award, though this plan is evaluated separately from technical factors and must comply with applicable FAR sections. The proposal due date is firm with no extensions permitted.

RFP Questions:

Solicitation No. 140FGA26R0011 03/16/2026

Question Number

Question: Answer:

1 Could the Government confirm whether dam safety monitoring instrumentation (e.g., piezometers, inclinometers, or other monitoring devices) and related data interpretation services may be required under future task orders issued under this IDIQ?

Yes, the Government confirms that future task orders may require the evaluation of existing systems, the recommendation and installation of new monitoring hardware (such as piezometers or inclinometers), and the subsequent interpretation of collected data. These requirements will be determined by specific project risk profiles and the availability of funding.

2 What is the actual geographic scope of task orders? Are Alaska, Hawaii, Puerto Rico, and other territories all included, or is this IDIQ limited to contiguous or Continental United States?

This IDIQ is not restricted to the CONUS region. Task orders may be issued for any location within the Service’s or DOI bureaus' jurisdiction.

While current requirements focus on the existing dam portfolio, the geographic scope is adaptive and includes any domestic or territorial areas necessary to support the Service’s or DOI bureaus' mission.

3 Does USFWS intend to make four awards total

(e.g., two unrestricted and two small business set aside), or may the number and mix of unrestricted versus small business awards vary depending on the qualifications of offerors?

While the current intent is to award two (2) contracts to small businesses and two (2) on an unrestricted basis, the Government reserves the right to adjust this mix.

Should the evaluation process yield an insufficient number of qualified small business offerors, the Government may elect to make additional unrestricted awards to ensure the required capacity for the

IDIQ."

4 How should firms interpret and address the

Knowledge of Locality factor for a nationwide

IDIQ?

Knowledge of Locality will be evaluated based on the firm's approach to executing task orders in various regions, rather than maintaining a physical office in every location. Offerors should address how they will ensure technical accuracy regarding local climate, seismic data, and construction practices through their internal staff or strategic regional partnerships.

5 Is prior experience with DOI or USFWS facilities weighted more heavily than general dam safety experience, and how does this factor compare in importance to Factors 4 and 5 during evaluation?

Prior DOI or USFWS experience is highly regarded but does not outweigh broad technical expertise on similar dam structures. In terms of evaluation weighting, Factor 4 (Capacity) and Factor 5 (General Project Approach) are considered equal in importance to each other.

6 Are there any anticipated ranges for task order size, frequency, or distribution of work types under this IDIQ?

No. The Government does not have anticipated ranges for task order size, frequency, or work distribution currently.

Task order issuance is strictly budget-dependent and prioritized based on Risk- Informed Decision Making (RIDM) protocols. Work will be assigned across the nationwide portfolio as necessary to mitigate the highest identified risks within available funding.

7 Can USFWS provide historical or estimated information on the typical number of task orders per year and the balance between SEED inspections, design services, and Title III services?

No. The Government does not have anticipated ranges for task order size, frequency, or the specific distribution of work types (such as SEED inspections, pre-Title I, Title I, Title II, or Title III services) at this time. Task order issuance is strictly budget-dependent and prioritized based on Risk-Informed Decision Making (RIDM) protocols. Work will be assigned across the nationwide portfolio as necessary to mitigate the highest identified risks within available funding.

For awareness, the Government's prioritization process generally follows the risk-based progression illustrated above, where early-stage safety and risk evaluations inform the necessity and scope of subsequent design and construction oversight phases.

8 What level of detail and evaluation weight is expected for the small business participation plan?

The selection process follows the initial selection of the most highly qualified" firms is based primarily on the six stated evaluation factors (Key Personnel, Specialized Experience, Past Performance, Capacity, General Project Approach, and Knowledge of Locality) rather than a competitive evaluation of a small business plan.

9 Is this plan evaluated as part of the technical factors, or used primarily during negotiations and post award administration?

A Small Business Participation Plan is separate from the technical evaluation of the proposal. For all selected firms, the finalization of the subcontracting plan is a condition for contract award.

The plan must be approved by the Government before the award can be finalized and comply with applicable sections of the FAR.

10 What is the expected balance between remote work and field-based work under this contract?

The expected balance between remote work and field-based work is entirely dependent on the specific requirements of each task order and will vary widely.

There is no fixed ratio for this contract. The balance will be determined by project-specific technical needs, ranging from on-site dam safety inspections and instrumentation installations to remote data analysis, reporting, and engineering design, and construction oversight.

Task orders will define the necessary on-site versus remote requirements based on the scope of work, site-specific safety protocols, and RIDM-based objectives.

11 Which portions of the USFWS dam inventory are expected to be serviced under this IDIQ?

All inventory dams or levees may be serviced under this IDIQ. The scope of this contract is inclusive of the entire Department of the Interior (DOI) portfolio, encompassing all earthen, concrete, and hydraulic structures under the responsibility of FWS and participating DOI bureaus, as well as any future structures added to the inventory.

12 Will task orders primarily focus on high and significant hazard dams, or should firms anticipate work on low hazard dams as well, particularly for inspections and evaluations?

All inventory dams or levees may be serviced under this IDIQ. The scope of this contract is inclusive of the entire Department of the Interior (DOI) portfolio, encompassing all earthen, concrete, and hydraulic structures under the responsibility of FWS and participating DOI bureaus, as well as any future structures added to the inventory.

13 Are there any expectations regarding the timing or prioritization of work across regions or dam types during the ordering period?

No specific pre-determined schedule exists for regions, structure types, or specific work categories. Timing and prioritization will be bureau-dependent based on Risk- Informed Decision Making (RIDM) and are budget-dependent. These processes can be applied to all dams and levees regardless of location or type, in order to meet bureau task order requirements as needed. This approach ensures that technical resources are allocated dynamically to mitigate the highest safety risks across the Department's entire infrastructure portfolio.

14 Will multiple projects combined as part of a larger

Dam Safety Program be acceptable as proposed Section F projects?

Yes, multi-project programs are acceptable as Section F entries. To be effective, submissions should articulate how the firm navigated the different phases of the Dam Safety Program—from initial SEED inspections and Title I design through Title II/III construction oversight— while explicitly identifying how technical analysis and project management aligned with Risk-Informed Decision Making (RIDM) protocols.

We are looking for evidence that your firm can integrate individual task orders into the broader objectives of a nationwide infrastructure portfolio, demonstrating competency across earthen, concrete, and hydraulic structures—including levees—within the context of a Department-wide safety mission.

15 Are firms able to supply additional staff disciplines/Resumes aside from the required disciplines identified in the solicitation?

Yes, additional staff resumes may be included; however, the 60-page limit applies to the entire submission. Firms should carefully balance the inclusion of extra disciplines against the page constraints to ensure that the required qualifications remain the primary focus of the proposal.

16 Are proposed staff members allowed to be designated as key personnel for multiple disciplines?

Yes, staff may be designated for multiple disciplines, provided the proposal demonstrates the individual possesses the requisite technical qualifications and registrations for each role.

Note, however, that multi-disciplinary designations may be restricted by individual DOI bureaus and remain subject to the specific requirements of each task order.

Per Federal Guidelines for Dam Safety (FGDS) and Risk-Informed Decision Making (RIDM) protocols, the Government evaluates competency relative to the specific safety requirements of the mission. Offerors must ensure these designations do not compromise the rigor required for safety-critical evaluations and that they map each staff member's qualifications to the scope of every role assigned.

17 Please let us know if there is any flexibility in the due date.

No. To maintain a fair and competitive process for all potential offerors, there is no flexibility in the established proposal due date. It is essential that all submissions are received by the deadline within the solicitation to ensure the integrity of the evaluation process for this

IDIQ.
