About this opportunity

The Department of State Office of Acquisition Management is soliciting presort mailing services for the National Visa Center in Portsmouth, New Hampshire, with a capability statement due July 31, 2026, and this is a total small business set-aside.

The NVC processes approximately 80,000 domestic mail pieces monthly—99 percent in 6 × 9 envelopes weighing one to three ounces, with the remainder flat-size mail. The presort category breakdown consists of 18 percent AADC Automated, 77 percent Mixed AADC Automated, and 5 percent Non-Automated. The contractor must provide daily workday mail pickup at the NVC facility and deliver processed mail to the appropriate USPS acceptance facility the same day. Services include sorting by zip code, applying barcodes and endorsement lines, providing the lowest possible automation rate for first-class presorted mail, and furnishing a mailing permit imprint compliant with USPS requirements. The contractor must maintain a dedicated postage balance account pre-funded by the client and return non-compliant mail to the NVC for correction.

The contractor's facility must be located within 75 miles of Portsmouth, New Hampshire. Performance standards require achievement of over 95 percent service-level requirements monthly; failure to meet this threshold results in a 1 percent reduction in charges credited against the invoice. The contract period includes a one-year base period with four one-year option periods exercisable at the Government's discretion.

Eligible NAICS codes are 491110 (Postal Service) or 561499 (All Other Business Support Services). The government is seeking Women-Owned, Service Disabled Veteran Owned, and HUBZone businesses. Capability statements not exceeding three pages should be submitted to MejiaKJ@state.gov with no cost or price information included.
