About this file
This is a Statement of Work for presort mailing services required by the National Visa Center (NVC), a component of the U.S. Department of State located in Portsmouth, New Hampshire. The NVC processes and sends approximately 80,000 domestic mail pieces monthly, with 99 percent being 6 X 9 envelopes and the remainder consisting of flat-size mail ranging from one to three ounces in weight. The contractor must provide daily mail pickup at the NVC facility, sort mail according to USPS presort regulations by zip code, add barcodes and endorsement lines, obtain the lowest possible automation rate for first-class presorted mail, provide a mailing permit imprint for use on envelopes, maintain a dedicated postage balance account pre-funded by the client, and deliver processed mail to the appropriate USPS acceptance facility on the same day as pickup. The current presort category breakdown consists of 18 percent AADC Automated, 77 percent Mixed AADC Automated, and 5 percent Non-Automated mail. The contractor must also maintain capability to support temporary surge volumes beyond normal monthly levels due to operational demands, seasonal fluctuations, or special projects.
The contract period of performance includes a one-year base period with four one-year option periods exercisable at the Government's discretion, with performance conducted primarily at the contractor's facility. Performance standards require mail pickup every business day Monday through Friday, with mail delivered to the post office the same day as pickup in time for final USPS collection. Any non-compliant mail must be returned to the NVC for correction. Performance will be monitored monthly, and any month the contractor fails to meet over 95 percent of service level requirements results in a 1 percent reduction in charges credited against the invoice. Invoices must be submitted via fax to the Financial Operations fax server at 866-483-3436 and include specific documentation such as contractor information, DOS order CLIN, requisition and contract numbers, service descriptions, line item quantities and prices, total postage used, and remaining postage balance account. The Contracting Officer's Representative is Mark E. Mooney at the National Visa Center, and contractor safeguarding obligations regarding sensitive information continue beyond contract expiration.
