About this opportunity

The Department of Agriculture Forest Service intends to solicit a National Light Fixed Wing Multiple Award Task Order Contract Reopener for fixed-wing aircraft operations with qualified personnel to support wildland fire management, resource management, law enforcement, and administrative missions, with an offer due date of June 22, 2026. The procurement is set aside for total small business. Performance runs from January 1, 2027, through December 31, 2033, comprising an initial three-year period, a first three-year option, and a second option covering years seven through ten.

Aircraft and crews will be dispatched for special use missions including fire suppression and detection, resource reconnaissance, backcountry operations, and point-to-point administrative flights across interagency and cooperative agreements with federal, state, and private partners. Relief personnel must provide daily seven-days-per-week coverage during the mandatory availability period as specified in task orders. Law enforcement flight agreements require written consent.

The contract uses a Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity structure with guaranteed one-time minimums ranging from $1,000 to $10,000 depending on the highest-qualified mission category. Contractors must provide FAA Part 135 Air Carrier Operating Certificates, pilot experience of at least 1,500 total flight hours with mission-specific certifications, and aircraft meeting OEM inspection standards and FAA airworthiness requirements. Eight mission categories specify varying avionics, altitude, performance, and equipment specifications, from low-altitude sensor-enhanced operations to high-performance tactical air support and backcountry/water operations.

A pre-proposal conference is scheduled for June 4, 2026, at 1:30 p.m. Mountain Time. Interested vendors must submit a notice of intent to matthew.morris@usda.gov to receive proposal submission access. Amendment 0001, issued June 18, 2026, revised Emergency Locator Transmitter specifications to require TSO-C126 or newer certification with rigid mounting compliant with 14 CFR 91.207 and RTCA/DO-204 standards; Velcro-style mounts are prohibited.
