About this file
This is a Statement of Interest (SOI) pricing template for aircraft and services under the National Light Fixed Wing Multiple Award Task Order Contract Reopener. The template is designed for vendors to submit proposals for fixed-wing aircraft availability and mission-specific pricing for fiscal years 2027, 2028, and 2029.
Vendors are required to complete the template for each aircraft tail number they are proposing, providing aircraft specifications (make, model, year, empty weight, certified maximum gross weight, fuel type, pressurization capability, number of seats, and air conditioning capacity) along with hourly fuel consumption rates. For each aircraft, vendors must specify operating areas (CONUS, Alaska, Canada, Mexico) and provide daily availability pricing for both 14-hour and 24-hour service levels, plus hourly flight rates across eight mission categories: (1) National Air Tactical - Incident Awareness and Assessment (NAT-IAA); (2a-b) Medium and Low Altitude Sensor Enhanced ATGS; (3a-b) High Performance and Standard ATGS; (4a-c) Sensor Enhanced Fire Mapping, Detection, and Forest Health; (5a-b) Standard Fire Detection and Back Country Operations; (6a-b) High-Performance and Standard Resource Reconnaissance; (7) Other Special Use Non-Fire Light Fixed Wing Operations; and (8) Point-to-Point Cargo and Passengers. Vendors may also propose additional optional services including pilot rates, mission sensor operator rates, and supplemental equipment such as WiFi/Satcom. The template allows vendors to indicate which missions each aircraft is mission-ready for carding (inspection purposes) and to propose pricing for missions the aircraft will be equipped for in the future with explanations. The contract period of performance runs from January 1, 2027, through December 31, 2033, with a pre-proposal conference scheduled for June 4, 2026, at 1:30 PM Mountain Time.
