About this opportunity
The U.S. Forest Service seeks passenger air charter services using a 100-passenger-minimum, turbine multi-engine large jet transport aircraft, with proposals due July 14, 2026. The procurement is a Total Small Business set-aside under NAICS 481211 (Nonscheduled Chartered Passenger Air Transportation).
Place of performance is Boise, Idaho. The contract covers air transportation of personnel, equipment, and supplies in support of Federal programs. The period of performance runs from July 20, 2026 through December 12, 2030, comprising a base year (July 20, 2026 to June 1, 2027) and four option years plus a six-month extension period. The pricing structure includes a fixed daily availability rate for a Mandatory Availability Period (MAP) of 90 days per contract period, estimated at 250 flight hours, plus an optional 30-day extension; fixed-rate flight hours are ordered on an indefinite-delivery, indefinite-quantity basis and are not guaranteed. The contract also includes Call When Needed (CWN) services with no mandatory availability requirement at 50 flight hours per period, DLA Air Card fuel reimbursement of $10,000 per period, and per diem and lodging of $30,000 across all periods. The Forest Service guarantees payment at the fixed daily availability rate for the MAP but does not guarantee flight-hour orders beyond that minimum. The contractor must designate an aircraft base of operations. Contracting officer is Rita K. Brundage at 816-409-0249. Past performance will be evaluated using a nine-element questionnaire addressing technical approach, resource efficiency, timeliness, customer satisfaction, business behavior, communication, and cost control.
