About this opportunity

The Department of the Army National Guard is conducting market research to identify contractors capable of providing exercise and training support services for the National Guard Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise, which includes Weapons of Mass Destruction-Civil Support Teams, CBRN Enhanced Response Force Packages, and Homeland Response Forces nationwide. The government is evaluating the feasibility of establishing a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) vehicle to consolidate training support services that have historically been contracted individually by various contracting offices. Required capabilities include providing role players, subject matter experts in Incident Command System, Urban Search and Rescue, HAZMAT Response, and Medical Triage support for week-long training exercises held regularly throughout the nation. Contractors responding to this market research should understand that participation in this survey does not guarantee participation in future solicitations or contract awards, and the government will not reimburse participants for survey-related expenses. The pre-solicitation notice was posted on February 24, 2026, with responses due by March 27, 2026.

This procurement carries no set-aside designation and involves no identified current contractors in the pre-solicitation materials. The example Performance Work Statements provided suggest that individual task orders may range from specialized support at single venues, such as the Missouri Structural Collapse Venue Site reset or the Texas Disaster City exercise, with typical support requirements including 25 to 125 casualty role players daily, 25 weighted mannequins, Advanced Life Support ambulances with paramedics, and qualified Subject Matter Experts with specialized certifications. Training events typically last one week with performance standards requiring minimal non-compliance instances, and contractors must be prepared to mobilize within ten days of contract award. The NAICS code is classified as Temporary Help Services (561320) with a PSC category of Support-Professional: Other (R499), reflecting the contingent staffing and specialized expertise nature of the services being procured.

Notice text

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to provide Exercise and Training Support Services to meet the collective training requirements of the National Guard (NG) Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (CRE).

The CRE consists of elements nationwide, including the:

  • Weapons of Mass Destruction - Civil Support Team (WMD-CST)
  • CBRN Enhanced Response Force Package (CERFP)
  • Homeland Response Force (HRF)

These units are postured to support civil authorities and federal partners in domestic incidents and specified threats. Please see the attached "CRE 101 Overview" for additional information about the National Guard's CBRN Response Enterprise.

Temporary contractor support is occasionally required during training exercises and typically involves role players and subject matter experts in the Incident Command System (ICS), Urban Search and Rescue, HAZMAT Response, and Medical Triage. These training events typically last one week, are held nationwide on a regular basis, and have their own specific requirements.

Historically, these exercise support services have been contracted individually by the contracting office supporting each CRE organization. Market Research is now being conducted to evaluate the viability of creating a Multiple Award Contract (MAC) – Indefinite Delivery Indefinite Quantity (IDIQ) to support these training events, with the intent that Task Orders will be placed for each event.

Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

FAR 52.215-3—Request for Information or Solicitation for Planning Purposes (Oct 1997)

(b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

(c) This Sources Sought Notice is issued for the purpose of conducting market research to identify business concerns that would be interested in participating in the IDIQ and developing an acquisition strategy.

INSTRUCTIONS

The National Guard asks interested vendors to submit a brief capability statement and relevant past performance outlining their capabilities to provide Exercise and Training Support Services focused on Disaster Response on a temporary basis nationwide. This brief capability statement should also include the vendor's CAGE or UEI.
  2. Questions related to this market research, as well as responses to the Contractor Capability Survey, should be addressed to the Acquisition Team.

The intended scope of this IDIQ would be to provide temporary training and exercise support on an as-needed basis to support training events for the CRE. Attached are example Performance Work Statements from previous events.
