The USDA Forest Service, Field Procurement Office, Disaster Recovery is conducting a Request for Information (RFI) and sources sought notice for professional land surveying services and construction work across National Forests in Texas on a Multiple Award Task Order Contract (MATOC) indefinite delivery/indefinite quantity (IDIQ) basis. This market research initiative seeks information from qualified contractors to support disaster recovery efforts resulting from Spring Floods (April-July 2024) and Hurricane Beryl affecting four national forests: Sam Houston, Davy Crockett, Sabine, and Angelina. The government anticipates establishing approximately six awards for construction services (Pool 1) and approximately four awards for architect-engineer services (Pool 2), with primary NAICS code 236220 (Commercial and Institutional Building Construction) and seven supplementary NAICS codes covering heavy construction, water and sewer line work, site preparation, engineering services, and surveying and mapping. Interested firms must submit written notice of positive intent to bid as a prime contractor by September 1, 2025, via email to david.l.watson@usda.gov with responses not exceeding five typewritten pages. Submissions must include a positive statement of intent to bid as a prime contractor, a completed and signed Source Sought Information Request Form, a three-year project history for both government and private sector work, and a brief outline of resources, subcontractors, and key personnel; the government explicitly disclaims any commitment to issue a solicitation based on this RFI.

This opportunity includes no set-aside designations and identifies no current incumbents. The scope of work encompasses substantial disaster recovery needs including approximately 603 miles of damaged roads, 338+ miles requiring erosion control and drainage rehabilitation, 78 trail bridges and culverts requiring repair or replacement, recreation facility damage, boundary line surveys, and threatened species habitat impacts. Pool 1 construction services cover roads and bridges, trails infrastructure, recreation facilities, and habitat restoration and fuels treatment, while Pool 2 architect-engineer services subject to FAR Part 36.6 Brooks Act procedures include hydraulic and drainage analysis, geotechnical services, engineering design, survey and boundary work, and environmental compliance support. Specific qualifications for construction firms include Emergency Relief for Federally Owned Roads (ERFO) and disaster recovery project experience along with federal lands experience, while A&E firms must demonstrate specialized engineering experience, relevant professional licenses, and Brooks Act contract experience. No specific budget ranges or award values are disclosed in this pre-solicitation notice, and respondents are solely responsible for all costs associated with submitting responses.
