About this file

This is a Sources Sought Notice and Statement of Work for a Multiple Award Indefinite Delivery/Indefinite Quantity (MATOC) contract issued by the USDA Forest Service, Southern Region (Region 8), for the National Forests and Grasslands in Texas (NFGT). The notice is issued for market research and planning purposes only and does not constitute a formal solicitation. The Government anticipates establishing approximately six awards in Pool 1 (Construction Services) and approximately four awards in Pool 2 (Architect-Engineer Services).

The scope of work addresses large-scale disaster recovery efforts resulting from Spring Floods (April–July 2024) and Hurricane Beryl across four national forests: Sam Houston, Davy Crockett, Sabine, and Angelina. Damage includes approximately 603 miles of damaged roads, 338+ miles requiring erosion control and drainage rehabilitation, 78 trail bridges and culverts requiring repair or replacement, recreation facility damage, boundary line surveys, and threatened species habitat impacts. Pool 1 construction services encompass roads and bridges (ERFO-eligible repairs, culvert replacement, bridge work, drainage improvements), trails infrastructure (bridge replacement, low-water crossings, trail drainage), recreation facilities (boat ramps, docks, utilities, hazard tree removal), and habitat restoration and fuels treatment (mechanical mastication, site preparation, native planting, aquatic organism passage improvements). Pool 2 A&E services subject to FAR Part 36.6 Brooks Act procedures include hydraulic and drainage analysis (watershed-scale modeling, flood resiliency design), geotechnical services (subsurface investigations, soil stability analysis), engineering design (road, bridge, and drainage structure design), survey and boundary work (topographic surveys, GPS data collection), and environmental compliance support (Section 106 coordination, NEPA documentation support). Interested firms must submit a capability statement not exceeding 10 pages addressing company information, SAM status, business size, socioeconomic status, relevant experience from the past 5–7 years, geographic experience, and bonding capacity (construction pool only). Pool-specific requirements include ERFO/disaster recovery project experience and federal lands experience for construction firms, and specialized engineering experience, professional licenses, and Brooks Act contract experience for A&E firms. Applicable NAICS codes are 237310 and 237990 for construction and 541330 and 541370 for A&E services. The Government will not reimburse respondents for submission costs.

STATEMENT OF WORK

SOURCES SOUGHT NOTICE

Disaster Recovery MATOC – Spring Floods 2024 & Hurricane Beryl

National Forests and Grasslands in Texas (NFGT)

USDA Forest Service – Southern Region (Region 8)

1. PURPOSE

The USDA Forest Service, Southern Region (Region 8), National Forests and Grasslands in Texas (NFGT), is conducting market research to determine the availability and capability of qualified firms to support large-scale disaster recovery efforts resulting from the Spring Floods (April–July 2024) and Hurricane Beryl.

This Sources Sought Notice is issued for planning and market research purposes only and does not constitute a solicitation.

The Government anticipates establishing a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with two distinct pools:

• Pool 1 – Construction Services

• Pool 2 – Architect-Engineer (A&E) Services

2. BACKGROUND

Prolonged rainfall events and hurricane-force winds caused widespread infrastructure and resource damage across the Sam Houston, Davy Crockett, Sabine, and Angelina National Forests.

Impacts include:

• Approximately 603 miles of damaged National Forest System roads

• 338+ miles requiring erosion control and drainage rehabilitation

• 78 trail bridges and culverts requiring repair or replacement

• Recreation and administrative facility damage

• Damaged land boundary lines requiring survey and perpetuation

• Watershed destabilization and sediment transport issues

• Threatened and endangered species habitat impacts

3. ANTICIPATED CONTRACT STRUCTURE (PLANNING PURPOSES)

The Government is considering establishing a Multi-Award IDIQ (MATOC) structured as follows:

• Pool 1 – Construction (anticipated ~6 awards)

• Pool 2 – Architect-Engineer (A&E) Services (anticipated ~4 awards)

Task orders will be competed within each respective pool.

4. SCOPE OF POTENTIAL WORK

POOL 1 – CONSTRUCTION SERVICES

Firms responding to Pool 1 should demonstrate capability in heavy civil, infrastructure, environmental, and natural resource construction services in forested and environmentally sensitive areas.

Potential Construction Task Orders May Include:

A. Roads and Bridges

• ERFO-eligible road repair and reconstruction

• Culvert replacement and upsizing

• Bridge repair and replacement

• Drainage improvements

• Travelway stabilization

• Erosion control and slope stabilization

B. Trails Infrastructure

• Trail bridge replacement

• Armored low-water crossings

• Trail drainage reconstruction

• Aggregate surfacing placement

• Trail reroutes and structural repairs

C. Recreation Facilities

• Boat dock replacement

• Sewer lift station repair/replacement

• Utility repair (water, sewer, electrical, HVAC)

• Erosion stabilization within recreation areas

• Hazard tree removal

D. Habitat Restoration & Fuels Treatment

• Mechanical mastication

• Site preparation

• Native planting implementation

• Culvert and crossing improvements supporting aquatic organism passage

POOL 2 – ARCHITECT-ENGINEER (A&E) SERVICES

Pool 2 will consist of professional services subject to FAR Part 36.6 (Brooks Act procedures). Firms should demonstrate qualifications in civil, hydraulic, geotechnical, environmental, and surveying disciplines.

Potential A&E Task Orders May Include:

A. Hydraulic & Drainage Analysis

• Watershed-scale hydraulic modeling
