About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking a contractor to provide comprehensive support for the National Flood Insurance Program (NFIP) Standard Operations. The contract will require the selected vendor to coordinate with Write Your Own (WYO) insurance companies, NFIP Finance Contractor, and NFIP Direct Contractor to manage flood insurance operations. Key contract requirements include tracking and maintaining NFIP information, establishing field offices during flood events, supporting claims processing, and providing programmatic expertise across multiple operational domains. Interested contractors must submit a 5-page capability package electronically by 3:00 PM EST on April 3, 2025, to Bryan Falcone and Alexander Ramirez Torres. Evaluation criteria will focus on past performance in cost control, work quality, and schedule compliance, with a preference for firms demonstrating expertise in insurance operations and federal disaster response.
The procurement is designated as a full and open competition with no specific set-aside, using NAICS Code 524298 for All Other Insurance Related Activities. The contract is anticipated to run for 84 months, spanning from December 2026 to December 2033, with primary performance located at FEMA Headquarters in Washington, DC. While specific award values were not explicitly stated, the comprehensive scope suggests a significant contract opportunity requiring personnel with specialized skills including project managers, claims managers, and disaster response specialists. The contract will primarily support FEMA's Resilience/Federal Insurance Directorate and requires contractors to adapt to potential Congressional mandates and support emerging pilot programs. Potential bidders should have substantial experience in insurance management, federal program administration, and rapid disaster response capabilities.
