Introduction

The Department of Homeland Security (DHS), Federal Emergency Management Agency’s (FEMA) mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate all hazards. The Robert T. Stafford Disaster Relief and Emergency Assistance Act, PL 100-707, signed into law November 23, 1988; amended the Disaster Relief Act of 1974, PL 93-288. This Act constitutes the statutory authority for most federal disaster response activities especially as they pertain to FEMA and FEMA programs. FEMA coordinates the federal government's role in preparing for, preventing, mitigating the effects of, responding to, and recovering from all domestic disasters, whether natural or man-made, including acts of terror.

FEMA Resilience, established in 2018, manages the National Flood Insurance Program (NFIP) and a range of programs designed to reduce future losses to homes, businesses, schools, public buildings and critical facilities from floods, earthquakes, tornadoes, and other Natural disasters.

Resilience is responsible for leading the nation’s efforts to insure and mitigate against the impact on life and property of future disasters. At the center of these efforts is Resilience’s Federal Insurance Directorate (FID), which manages the NFIP. NFIP was created by Congress 1968 in response to the rising cost of taxpayer funded disaster relief for flood survivors. The NFIP provides flood insurance for

4.7 million policies in force (PIF). The NFIP markets, sells, underwrites and administers flood insurance policies in two ways:

1. Through an arrangement with private Write Your Own (WYO) insurance companies (under authority of 44 CFR Section 62.23) and

2. Through a contract to directly sell and service NFIP policies, the NFIP Direct.

Since its creation in 1983, the Write Your Own (WYO) Program has become the primary vehicle for delivering and servicing flood insurance with participating insurance companies, who write nearly 80% of the NFIP’s policies in their own company names. The Government bears the underwriting risk for WYO issued policies, and for the policies issued by the NFIP Direct for damage caused by floods.

Requirement Overview

FEMA requires a Flood Insurance Management Expert:

Possesses demonstrated relevant experience providing Flood Insurance Management subject matter expertise, staff augmentation, audit support, and Flood disaster response at a national level.

The NFIP Standard Operations Contractor shall support the NFIP administration of the WYOs and NFIP Direct at the required high volume and complexity of flood insurance policies. The NFIP Direct Contractor is the Nation’s second-largest handler of federal flood insurance policies. The NFIP Direct book of business includes specific policies which require unique and specialized handling, including GFIPs and SRLs. This large volume of work is highly complex and provides Nationwide support.

The NFIP Standard Operations Contractor must possess the capacity to rapidly surge for flood disaster response before, during and after a disaster event. The Contractor also provides SME level phone support for the WYO’s by expert flood insurance trained professionals.
