About this opportunity

Naval Facilities Engineering Systems Command Southeast in Jacksonville, FL intends to award a sole source purchase order to the National Fire Protection Association (NFPA) for specialized fire protection training services. The procurement involves one "NFPA 13 Online Seminar" and one "NFPA 72 Online Seminar" designed to accommodate up to 30 attendees, with all course expenses and student materials included. The government has identified NFPA as the only authorized source capable of providing this specific training, as they are the sole publisher and copyright holder of all NFPA Codes, Standards, and Handbooks. The sole source justification meets Federal Acquisition Regulation 13.106-1(b)(1) requirements, though interested parties may submit responses demonstrating their capabilities. The deadline for responses is 1:00 PM EDT on July 11, 2025, just three calendar days after the notice publication date of July 8, 2025.

This procurement does not include any set-aside designations and falls under NAICS code 611430 for Professional and Management Development Training with a small business size standard of $15.0 million. The National Fire Protection Association, located at 1 Batterymarch Park in Quincy, Massachusetts, is positioned as the intended sole source recipient of this contract award. The training will be delivered through online seminars accessed via vendor-provided links, eliminating the need for physical attendance or travel arrangements. If no competitive responses are received by the specified deadline that demonstrate a more advantageous alternative to the government, a firm-fixed-price sole source award will proceed to NFPA. The contract specifically targets training for Naval Facilities Engineering Systems Command Southeast personnel, with the seminars structured to provide comprehensive instruction on NFPA fire protection standards and codes.
