About this opportunity
The Federal Bureau of Investigation's Finance and Facilities Division is seeking contractor support for national employer marketing and recruitment efforts designed to attract qualified candidates for Special Agent and professional staff positions. This Request for Information (RFI) is market research in nature and does not constitute a formal solicitation or government commitment to procure services. Key contract requirements include developing strategic employer branding and marketing plans, executing campaigns across traditional, online, and social media platforms, performing data analytics to optimize recruitment performance, managing social media strategy, supporting recruitment events, and providing ADA-compliant advertising. The technical approach evaluation will assess the vendor's proposed strategies for recruitment marketing, data analytics capabilities, campaign development methodology, event support, content services, and social media management. Interested vendors must submit a capabilities statement by 11:00 a.m. Central Time on December 12, 2025, and questions regarding the RFI must be submitted by 11:00 a.m. CT on December 5, 2025, with answers to be posted on Sam.gov.
This procurement carries no set-aside designation, and the current contract is held by The Hatcher Group Inc., which the anticipated formal solicitation will replace. The contract structure includes a base year with four option years and requires specialized capabilities including facility clearance support, with some positions requiring Top Secret facility clearance for onsite personnel. The scope encompasses developing at least three major campaigns and up to 500 minor campaigns annually, managing 15 monthly paid media campaigns, tracking key performance indicators and return on investment metrics, and handling Other Direct Costs for travel, recruitment supplies, video shoots, and national event logistics. The anticipated formal solicitation is expected to release in April 2026 with a potential contract award in August 2026. Contractors will utilize existing FBI platforms including Monday.com and an applicant tracking system, with potential requirements to use or purchase a digital asset management system such as Acquia.
