About this file
This document is a Request for Information (RFI) from the FBI for a recruitment marketing contract. The RFI seeks market research and capabilities information from potential vendors for a recruitment support program. Key details include an anticipated formal solicitation release in April 2026 with a potential contract award in August 2026, replacing the incumbent contractor The Hatcher Group Inc. The program involves recruiting for multiple roles, with a priority on special agent recruitment, and requires 15 monthly paid media campaigns.
The contract will involve onsite personnel, with some positions requiring Top Secret facility clearance, and will utilize existing FBI platforms like Monday.com and an applicant tracking system. The contractor will need to manage digital assets, potentially using or purchasing a digital asset management system like Acquia. Other requirements include tracking recruitment marketing key performance indicators (KPIs), return on investment (ROI), and cost-per-application metrics. Other contract elements include Other Direct Costs (ODCs) for travel, recruitment supplies, video shoots, and national event logistics. The government is open to vendor recommendations and experiences from federal, state, local, and commercial sectors.

Question Answer
Who is the Incumbent Contractor? A single-award Blanket Purchase Agreement (BPA) (15F06721A0003323) was previously awarded to The Hatcher Group Inc.
Can the FBI confirm its 5-year recruiting goals? The recruiting goal changes year-to-year. The special agent role is the priority, however there are multiple roles we need to recruit for and that may change year-to-year, or shift based on new priorities.
The Government is able to award a contract quickly to justify unusual and compelling urgency under FAR 6.302-
2. Will the Government limit RFP responses to those who have responded to the RFI, to ensure the ability to quickly recruit and onboard qualified personnel?
The Government does not intend to limit any future Request for Proposal (RFP) responses solely to vendors who respond to this RFI.
While FAR 6.302‑2 provides authority for the Government to move quickly under unusual and compelling urgency, it does not alter the requirement to ensure full and open competition to the maximum extent practicable.
Any subsequent solicitation will be issued in accordance with applicable FAR requirements, and all responsible sources will be permitted to submit a proposal. Responses to this RFI are for market research purposes only and will not be used to restrict competition or pre‑qualify potential offerors.
Will the contractor utilize FBI programs and platforms such as GovDelivery, social media platforms, Aquia, etc or will the contractor be expected to purchase licenses?
The contractor will utilize the Government's programs, however the contractor may be responsbile for subscriptions/license purchases or renewals of identified platforms not currently owned by the Government. The contractor may also be responsible for providing seats/licenses on a project management platform, e.g., Monday.com).
RFI 15F06726PNMEA03
Does the Government want an approach to the PWS or a capabilties statement (mentioned on page 4)? If the Government wants an approach to the PWS, how does that differ from the RFP submission?
The Government is requesting a capabilities statement, as referenced in the RFI. At this stage, the Government is conducting market research to assess industry’s ability to perform the requirements outlined in the Performance Work Statement (PWS).
Responses to this RFI are strictly for planning and market research purposes and are not intended to duplicate or replace any future RFP submission requirements.
Does the 15 monthly paid media campagins mean 15 total month long campaigns or 15 per month?
This is generally 15 per month, and often will depend on the initiative(s).
Do the number of LCATs equate to the number of positions? For example, does 2 personnel under the number of LCATs for Account Executive mean 2 at 1,912 hours each or 2 personnel to total 1,912 hours?
The provided list of LCATs is the Government's estimation. Vendors may use the provided LCATs or make adjustments based upon experience and/or approach when providing an estimated cost to complete this effort.
PWS Section 8 (Contract Classification), page 26, states that the contract is classified as unclassified. However, PWS Section 19 (Security Requirements), page 32, states that all onsite personnel will require a TOP SECRET clearance. Does the government anticipate issuing a DD254 with this contract, and is the prime contractor required to have a Top Secret Facility Clearance?
The Government will issue a DD254 and the prime contractor will need to have the necessary facility security clearance. However, the Government fully expects that the contractor will work with unclassified personnel or subcontractors; those individuals will not have a TS Facility Clearance. Key positions will require the TS Faclity Clearance, enabling a "hybrid" team environment.
PWS Section 5 (SURGE), pages 17-20, provides the labor requirements/position descriptions. Are the requirements/descriptions applicable to the base work as well. Specifically, are onsite personnel required for non-surge work?
Yes, onsite personnel will be required for non-surge work.
Does the FBI intend to hold an Industry Day for this requirement?
It is not the Government’s intention to hold an Industry Day for this requirement. At this time, the FBI is conducting market research through the RFI process, and no additional industry engagement events are planned. Should the Government decide to pursue further outreach, any updates will be communicated through the appropriate public channels.
Is there a page limit? No. The Government is not establishing a page limit for RFI responses.
Is there a font typeface and font size requirement and is so, please advise?
No. The Government is not specifying a required font typeface or font size for this RFI.
If the intent of this requirement is to establish a non-personal services contract—under which the Government will not supervise or control contractor personnel and all contractor employees remain accountable solely to the Contractor—can the Government please clarify the rationale for requiring onsite personnel? Additionally, given that this effort is described as an externally facing recruitment initiative, can the Government further clarify the basis for requiring certain personnel to possess Top Secret clearances?
Select positions will require a clearance to be onsite. This program is very fast paced and priorities can be very fluid. The team has found that it is more effective to have some roles onsite during collaborative sessions to be more embedded into discussions, culture, programs, and initiatives. There are many ad hoc meetings with section executives. The FBI views this program as a strategic partnership, and having contractor personnel onsite will allow for better collaboration and communication.
Does surge support require Top Secret Clearance? It is possible for surge support to require a Top Secret Clearance, but each surge will vary on need and purpose.
Could the government provide any guidance or an estimated timeline for the formal RFP release and subsequent contract award?
At this time, the Government anticipates that a formal solicitation may be released in April 2026, with a potential contract award projected for August 2026. These dates are provided solely for planning purposes and are subject to change. The Government makes no commitment that a solicitation will be issued or that a contract will be awarded as a result of this RFI.
Could you clarify why several of the on-site required positions are structured as multiple half-time LCATs rather than a single full-time position? For instance, on page 18 the Market Research Manager/Strategist is listed as two LCATs totaling 1,912 hours. Why is this not structured as one full-time on-site role?
The provided list of LCATs is the Government's estimation. At this time, the Government is open to considering vendor recommendations for different structures.
Does the FBI already utilize a recruitment marketing KPI dashboard? If so, what kind of software does FBI use? This will enable vendors to present the most relevant capabilities.
The Government does already utilize a custom recruitment marketing KPI dashboard, however the vendor is welcome to provide relevant capabilities that they feel is most appropriate, and why, based on their expertise.
Does the FBI have baseline measures for the costs-per applications received and per hire of various recruitment methods? This will enable vendors to present the most relevant capabilities.
The Government does have baseline measures based on the prior 3 - 10 years. These measures fluctuate, however, please use a CPA of $125.00 for the purpose of this RFI.
Does the FBI currently track the return on investment for specific campaigns? This will enable vendors to present the most relevant capabilities.
Yes. The Government tracks the ROI on all campaigns.
Does the FBI utilize an approved collaboration platform for recruitment marketing efforts? If so, which platform?
This will enable vendors to present the most relevant capabilities.
The Government currently utilizes, Monday.com. At this time, the Government is conducting market reseach and is open to vendor relevant capabilities for a single-sign on (SSO) vehicle that can be leveraged with both internal (TS Facility Cleared) and external (non- TS Facility Cleared Contractors/Sub Contractors).
Does the FBI utilize an applicant tracking system that enables tracking conversions to hires?
Yes. The Government utilizes an applicant tracking system.
Does the FBI currently utilize a platform/software to track the logistical movements of recruiting event materials?
Not at this time, but the Government is open to vendor recommendations.
The PWS indicates the governmet may prefer use of an existing digital asset management tool (e.g., Acquia). Will the government accept and equally consider alternative digital asset management platforms that meet or exceed required functionality, to foster open competition and innovation?
At this time, the Government is conducting market research and is open to suggestions for other innovative products that meet requirements.
Based on the complexity and innovative solutions being requested in the PWS, we believe a blend of federal, state and local and commercial (private sector) qualifications would be necessary to successfully support FBI's future state vision for this program. Based on this, we wanted to confirm that the Government is open to considering Commercial qualifications and proof points in this response?
At this time, the Government is conducting market research and welcome input from all vendor experiences as we work to further refine our requirements.
In PWS Section 3.1.4, the Government states the following, "The Contractor shall purchase and utilize a digital asset management system (for example, Aquia which is currently being used) to enhance collaboration, organize, store, share/distribute and streamline the FBI/FBIJobs brand physical and digital creative assets workflow including but not limited to metadata, formats, approvals, etc."
However, in PWS Section 3.1.14, the Government states the following, "The Contractor shall deliver, utilize, and manage a digital asset manager tool for the FBI to effectively manage and deploy all materials and assets related to recruitment marketing. The Government anticipates this product to be delivered within first sixty
(60) days of the POP. The tool shall be fully transferrable to the FBI. Upon award, the FBI may prefer that the Contractor utilize their existing DAM. The DAM requirements are: Acquia"
Based on the PWS, the Government has stated it uses Aquia as their Digital Asset Management system and that it is operational. Is the Government looking for Contractors to purchase a new Digital Asset Management system as a part of this contract to replace Aquia?
Not at this time, however the Government may require the contractor to purchase or renew a DAM with the approval of the
FBI.
Can the Government please provide the historical ODC spend that has been allocated to this contract?
Historically, what have ODCs been previously spent on?
ODCs have been used for contractor travel, recruitment supplies (banners, printed materials, etc.), commercial-level video shoots, photo-journalist(s), national event logistics and rentals, and other items that fall outside the other CLINs.
