About this opportunity

The Air Force Office of Scientific Research (AFOSR) is soliciting proposals for a comprehensive non-personal services contract to manage the National Defense Science and Engineering Graduate (NDSEG) Fellowship Program for the Department of Defense. The contractor will be responsible for attracting and recruiting fellowship applicants and selection panel experts, managing evaluation panels, placing and managing NDSEG fellows, coordinating DoD mentorship programs, and maintaining program databases and financial management systems. The program aims to award up to 200 fellowships annually to U.S. citizens pursuing doctoral degrees in science and engineering disciplines of military importance, including artificial intelligence, biotechnology, cybersecurity, and quantum sciences. The government will use a Lowest Price Technically Acceptable (LPTA) source selection procedure, evaluating proposals on seven technical subfactors and overall pricing. Questions were due June 5, 2025 at 6:00 PM EST, with proposals due June 30, 2025 at 9:00 AM EST.

This opportunity is set aside for total small businesses with annual receipts not exceeding $19.5 million under NAICS code 541990. The incumbent contractor is Systems Plus, Inc., which held the previous contract valued at $88,470,739 but is ineligible to bid on this new solicitation. The total estimated contract value is approximately $63.98 million over a five-year period from August 1, 2025 to July 31, 2030, consisting of a base year and four option years. The program anticipates supporting 126 fellows in the 2025 class, 100 fellows in the 2026 class, and up to 165 fellows in the 2027 class, with fellows receiving full tuition, required fees, a monthly stipend of $3,700, health insurance coverage up to $1,600, and a travel budget of $5,000 for professional development. Performance will take place within the United States at U.S. accredited institutions where fellowship recipients are enrolled.
