About this opportunity

The Department of the Air Force Materiel Command Research Laboratory is seeking a contractor to manage the National Defense Science and Engineering Graduate (NDSEG) Fellowship Program. The primary objectives include attracting highly qualified doctoral students in DoD-relevant research disciplines, particularly from Carnegie classification R1-R3 institutions, with a goal of increasing applicants from underrepresented institutions by 5% annually. The contractor will be responsible for recruiting selection panel experts from academia, government, and industry, who must meet specific professional and educational criteria. The selection process involves an initial review that identifies the top 20% of applicants per research discipline, with final fellow selection made by DoD selection panels from the Air Force Research Laboratory, United States Space Force, Army Research Office, and Office of Naval Research. The pre-solicitation notice indicates a submission deadline of June 30, 2025, with all applications to be submitted through a secure contractor website.

The opportunity is designated as a total small business set-aside and falls under the NAICS category 541990 for Other Professional, Scientific, and Technical Services. The contractor will manage comprehensive fellowship program activities, including financial matters such as tuition, stipends, and benefit payments for selected fellows, and coordinate a mentoring program for 2025 and 2026 fellowship classes. The contract requires the contractor to serve as a liaison between fellows and the Government Program Manager, submitting annual status reports for current and former fellows. While specific award values are not mentioned, the contract encompasses extensive administrative and recruitment responsibilities across multiple DoD research and scientific organizations. The program aims to support doctoral students in critical STEM research disciplines that are strategically important to national defense.
