About this opportunity
The Department of Veterans Affairs National Cemetery Administration has published a Special Notice for geese control and mitigation services at Willamette National Cemetery in Portland, Oregon. This is a re-published solicitation (RFQ 36C78626Q50101) that has been amended and designated as a small business set-aside opportunity. The solicitation calls for year-round geese removal and control services under a firm fixed-price contract beginning May 1, 2026, with a base year through April 30, 2027, plus four optional one-year renewal periods extending through April 30, 2031. The estimated contract value is approximately $17.5 million. Prospective offerors are strongly advised to carefully review the Instructions to Offerors included in the solicitation documents. The contracting officer for this opportunity is Stacey Lewallen at Stacey.Lewallen@va.gov.
The primary objective of this Special Notice is to procure comprehensive geese control services that employ humane mitigation methods while maintaining cemetery operations and aesthetics. Offerors must acknowledge receipt of Amendment 0001 by the closing date of March 31, 2026 at 10:00 AM CST and submit proposals that include a minimum of two relevant past performance references for comparable cemetery or grounds maintenance work completed within the past three years. Eligibility is limited to small business entities, as this is a total small business set-aside. Key service requirements include daily intensive hazing protocols using trained animals such as border collies, egg depredation and nest removal, and on-call availability with a two-hour response requirement. Services must be provided seven days per week during heavy migration periods from December through May. Evaluation will prioritize past performance as the most important factor, followed by technical capability and price, all under a best-value procurement approach.
