About this opportunity
The Department of the Army is seeking industry feedback on a draft solicitation for the National Capital Region Multiple Award Task Order Contract (NCR MATOC), which will procure sustainment, restoration, and modernization (SRM) construction services across seven military installations including Aberdeen Proving Ground, Fort Belvoir, Fort Detrick, Fort George G. Meade, Fort Walker, Joint Base Myer-Henderson Hall, and Arlington National Cemetery. The contract will cover construction and minor renovation projects requiring various engineering disciplines including electrical, environmental, mechanical, and structural work, with contractors required to provide labor, equipment, materials, and supervision. Key personnel qualifications include a Project Manager, Quality Control Manager, Project Superintendent, and Site Safety and Health Officer, each with specific certification requirements. The government is not providing responses to questions during this feedback period and is only collecting industry comments on the draft solicitation and updated Statement of Work (SOW3). Industry feedback must be submitted via email to designated Army contracting personnel no later than August 15, 2025, by 3:00 pm EST.
This opportunity is designated as a Total Small Business set-aside with no incumbent contractors mentioned in the documentation. The contract structure includes a five-year base ordering period from October 2026 to October 2031, with two optional one-year extensions potentially extending performance through October 2033. Individual task orders will be awarded on a firm-fixed-price basis with project values up to $7,500,000 per task order and a guaranteed minimum value of $5,000 per contract. The solicitation includes predetermined not-to-exceed hourly rates for professional labor categories, with both General & Administrative and Profit percentages currently set at 0.0% across all contract years. Contractors will be able to quote rates lower than the established maximums but cannot exceed the rates incorporated into the base contract when preparing task order proposals.
