About this opportunity

The Department of the Army is seeking industry feedback on a draft Statement of Work for the National Capital Region Multiple Award Task Order Contract (NCR MATOC), which will provide Sustainment, Restoration, and Modernization (SRM) services and minor construction across seven U.S. Army Garrison installations and Arlington National Cemetery. The contract will encompass restoration and minor construction projects including new construction, repair/renovation, modernization, demolition, and restoration work, requiring contractors to provide management, supervision, labor, materials, and equipment across various engineering disciplines such as electrical, environmental, mechanical, and structural work. Contractors must prepare project documentation, perform administrative tasks, and ensure compliance with all federal, state, and local regulations while maintaining strict quality control and safety protocols. The government is currently only seeking industry review and feedback on the draft SOW version 8 dated July 17, 2025, and will not provide responses to questions at this time. Industry comments must be submitted to Star Redden and Dawn Evans via email no later than August 1, 2025, by 3:00 PM EST.

This opportunity is designated as a Total Small Business set-aside under NAICS code 236210 (Industrial Building Construction), with no incumbent contractors identified in the documentation. The contract structure includes a five-year base ordering period with two one-year option periods, totaling seven years of potential work across installations including Aberdeen Proving Ground, Fort Belvoir, Fort Detrick, Fort George G. Meade, Fort Walker, Joint Base Myer-Henderson Hall, and Arlington National Cemetery. Individual task orders under this IDIQ contract will support projects up to $7.5 million each, with the attached rate sheet providing Not-To-Exceed hourly rates for professional labor categories including Program Manager, Project Superintendent, and Quality Control Inspector. The rate structure notably sets General & Administrative and Profit percentages at 0.0% for all years, with bonds calculated as pure cost without additional overhead, profit, or G&A applied. Task orders will be issued based on individual installation requirements, with bi-weekly meetings scheduled to discuss existing and upcoming projects throughout the contract performance period.
