Contractors must submit comprehensive safety documentation including a Quality Control Plan, Activity Hazard Analysis, safety plan, engineering anchor calculations, and employee training certificates at least 10 days prior to commencing physical work. The contract will be awarded on a firm fixed-price basis with evaluation criteria focused on technical capability and price reasonableness. The solicitation includes two amendments providing clarifying photographs and responses to industry questions, with quotes due on June 25, 2025, at 10:00 AM Central Time.

No incumbent contractors or award values are specified in the solicitation documents, though the procurement involves a single line item for delivery, erection, and dismantling services. The project timeline spans from July 7 through September 12, 2025, with scaffolding erection planned for July 14, 2025, and dismantling scheduled for September 12, 2025. The work will be performed at the USACE Pickwick Lock & Dam facility in Counce, Tennessee, with the government providing crane and rigging support while the contractor assumes responsibility for all labor, materials, safety equipment, and supervision. The solicitation clarifies that no personnel elevator is available for accessing the bottom of the work area, and contractors must rely solely on the Statement of Work for specifications and measurements rather than reference photographs provided.
