About this opportunity

The U.S. Army Corps of Engineers Nashville District is soliciting park attendant services across twelve campgrounds and day-use areas located at five lakes in Tennessee and Kentucky. The solicitation requires contractors to furnish two-person teams, all labor, equipment, fuel, transportation, tools, and supplies necessary to operate campgrounds and day-use facilities, including fee collection, reservation management using Recreation.gov, visitor assistance, facility maintenance, and compliance with all federal, state, and local regulations. Key qualifications include team members being at least 21 years old with no minor children, physically and mentally capable of performing duties, and possession of a self-contained recreational vehicle for temporary living quarters. Contractors must obtain a $5,000 fidelity bond, maintain active registration in the System for Award Management (SAM.gov), and pass security background investigations including NACI clearance. Award will be made using a best-value tradeoff process with past performance weighted significantly more heavily than price. Proposals must include resumes, Contractor Data Sheets, three past performance project examples with references, color photos of camping equipment, completed price schedules with ranked location preferences, and Standard Form 1449. The current proposal deadline is April 17, 2026 at 3:00 PM Central Time for two extended locations (Canal Campground Schedule B and Kendall Campground Schedule B), with March 6, 2026 at 11:00 AM Central Time serving as the deadline for all other locations.

This solicitation is designated as a 100% set-aside for Women-Owned Small Businesses (WOSB) under NAICS code 721211 with a small business size standard of $10,000,000. No incumbent contractors are identified in the solicitation materials. The contract encompasses twelve separate park locations with varying performance periods ranging from base years of approximately 113 to 160 scheduled workdays depending on location, with one to three option years available at the Government's discretion; individual facility work schedules range from 66 to 161 days. Pricing will be submitted on a firm fixed price, per-day basis by offerors for each applied location. The Government anticipates making multiple awards, with the provision that no single bidder will be awarded more than one contract location. All services will be performed at the respective campground and day-use locations across Lake Barkley, Cheatham Lake, J. Percy Priest Lake, Center Hill Lake, and Wolf Creek (Lake Cumberland) in the Nashville District of Tennessee and Kentucky, with David Landis serving as the primary resource manager point of contact for Lake Barkley locations.
