About this opportunity
This Special Notice, posted on February 2, 2026, by the National Aeronautics and Space Administration Shared Services Center (NASA/NSSC), announces a sole source procurement for the NASA Moon to Mars Dual-Use Technology Innovation Summit and Entrepreneurial Training. NASA/NSSC currently intends to award the contract to STEMCOMM Ventures, LLC under FAR 13.106-1(b)(1)(i) authority, as this entity has been determined to be the sole provider capable of delivering the required services. However, the notice provides an opportunity for interested organizations to challenge this sole source determination by submitting written capabilities and qualifications statements by the February 5, 2026 deadline at 4:00 p.m. Central Standard Time. The procurement will be conducted using commercial item procedures under FAR Parts 12 and 13, classified under NAICS Code 611430 (Professional and Management Development Training). Performance of the work will be located at NASA Headquarters, with NASA/NSSC serving as the procuring center.
The primary objective of this procurement is to execute a comprehensive technology innovation summit and entrepreneurial training program that showcases NASA intellectual property for commercialization, with emphasis on dual-use technology applications across multiple mission-critical sectors. The contractor must organize and conduct a summit in Huntsville, Alabama, plus two single-day commercialization boot camps at NASA Kennedy Space Center and NASA Ames Research Center, with the entire performance period running from February 15, 2026 through January 30, 2027. Eligible contractors must demonstrate direct experience within NASA's technology transfer and T2X programs, proven expertise creating and executing technology and entrepreneurship-focused summits, demonstrated knowledge in entrepreneurial training applicable to NASA mission work, and established networks within entrepreneurial communities. The contractor is responsible for all recruitment marketing, logistical arrangements, instructor resources, and instructional materials, with each boot camp accommodating up to 30 participants and covering topics including lean startup methodology, business model canvas development, customer discovery, and pitch deck development.
