Contractors must demonstrate strong past performance, technical capability in mechanical construction disciplines, adherence to comprehensive NASA and Kennedy Space Center technical standards, and robust safety and environmental compliance programs. Evaluation will occur in two phases, with the first phase assessing technical approach and past performance, and the second phase evaluating price reasonableness through a design-build seed project. The draft solicitation was posted on September 29, 2025, with the final Request for Proposal scheduled for release on approximately December 13, 2025, proposals due approximately 45 calendar days thereafter, and an anticipated contract award date of June 11, 2026.
This acquisition is structured as a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a total small business set-aside, consisting of 3 awards reserved for small businesses and 5 awards designated for 8(a) program participants, for a total of 8 multiple-award contracts. The contract carries a maximum cumulative ceiling of $100 million across all awards and will have a 5-year effective ordering period from the contract effective date.
