Offerors are now required to submit an electronic copy of their capability statement on
www.fbo.gov through the electronic response function of FBO.
All offerors shall follow FBO.gov usage requirements as defined in the Vendor User Guide posted on the home page of FBO.gov. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. It is the Offeror's responsibility to submit correct proposal package(s) and to verify correct submission by using the instructions provided in Federal Business Opportunities Vendor User Guide. Although FBO.gov sends an email upon submission, the email receipt from FBO.gov shall not constitute record of proper bid submission. It is the Offeror's responsibility to confirm the Government's receipt of transmitted information matches the information submitted by the Offeror per the instructions in the FBO Vendor User Guide
Offerors are advised that, as stated in the FBO Vendor User Guide, file sizes over 100MB may experience system difficulties. All the proposal files may be compressed (zipped) into one file titled "80GRC019R0003_VENDORNAME.zip" or uploaded individually. The electronic proposal shall contain all information required by the solicitation to be determined responsive. Files shall not have password protection, encryption, or any access or viewing restrictions.

The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) in Cleveland, Ohio, plans to issue a Request for Capability Statements for Architectural/Engineering (A/E) Services to support capital improvement projects at multiple NASA Centers and NASA Headquarters. These services may be utilized for projects having construction estimates typically in the range of $500,000 to $10,000,000.
The Government intends to acquire services through procedures identified in FAR 36.6 and the Brooks Act (PL) 92-582.
This procurement is a Partial Small-Business Set-Aside.
The NAICS Code is 541330 with $15M in three-year average annual revenues for determining whether or not a business is small.
All responsible sources may submit an offer which shall be considered by the agency.

Prospective offerors may notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
Potential services under this contract may include the preparation of construction drawings and specifications, engineering studies, cost estimates, scheduling, environmental assessment/remediation design, design reports, master planning, and other services as needed. These services shall produce documents suitable for bidding purposes and/or construction activities. Services required will vary based on the task.
The required engineering disciplines include architectural, civil, structural, mechanical, electrical, and other specialties. Specific expertise is required in the following areas:
Architectural-Site evaluation/selection; Building design; Security and access control systems; FAA requirements; Master Planning
Civil/Structural- Structural steel design; Concrete design; Pavement design (roads and parking lots); Sanitary and storm sewer system design; Foundation design from soils analysis and geotechnical information
Mechanical- Heating/ventilating/air conditioning design (including load analysis); Plumbing design; Fire suppression system design (certified in the State of the project location); Natural gas system design; Steam system design; Domestic water system design; Fluid systems design (compressible and non-compressible); Process piping system design (per ASME B31.3 codes); Pressure vessel system design (per ASME B & PV codes); Piping, storage vessel, and component design for cryogenic fluids (liquid nitrogen, oxygen, hydrogen, etc.); Thermal and stress analysis; Rotating equipment compressors, exhausters, turbo-expanders; Vacuum systems; Large industrial cooling towers
Electrical- Control systems design; High voltage electrical systems design (2.4 kV to 138 kV); Low voltage electrical systems design (.
