STATEMENT OF WORK
ARCHITECT-ENGINEERING SERVICES
DATE: December 14, 2018
1. DESCRIPTION
This contract will provide services for projects which include the preparation of conceptual engineering studies, facility building and infrastructure designs and master planning. Final designs typically include multi-discipline engineering and drafting, implementation planning & requirements, construction bid document preparation and cost estimating. The disciplines required include project management, architectural, civil, structural, mechanical, and electrical engineering.
This contract shall provide support for government cost estimates, preparation of schedules and field investigations. This contract shall also, as required by the task order, provide engineering support during construction including: responding to requests for information, review and approval of submittals, shop drawings, punch list items and as built drawing verification & preparation.
The intent of this Statement of work is to define in broad terms the scope and technical services that may be requested under this Indefinite delivery, Indefinite quantity (IDIQ) contract. Technical requirements will be defined per task order.
This contract will be available for use by all NASA centers nationwide.
2. SCOPE
Specific expertise shall include architectural building systems, interior design, structures, pavements, site development, heating, ventilating and air conditioning, plumbing, fire protection (certified in the state of the NASA Center where the work is performed), sanitary and storm sewers, natural gas, low and high pressure steam, domestic water, chilled water, cooling tower water, process piping and controls, high voltage and low voltage electrical power distribution, electrical controls, and life safety systems. Some designs will require structural analyses, piping network flow analysis, piping flexibility analysis, electrical short circuit analysis, coordination studies, and hazard analysis. Other specialized services, such as environmental and geotechnical sampling, lightning protection, and BIM modeling will be required periodically.
As required by the task order, the A-E shall occasionally provide program management support such as:
developing, reviewing and updating NASA construction standards, specifications, policies and design standard manuals. Additional specialized expertise and services such as scheduling, master planning, environmental compliance, disaster damage assessment, sustainability, safety, physical security, geotechnical stability, historic preservation, moisture control, accessibility, building automation, materials evaluation, claims services and dispute resolution, time extension analysis and partnering sessions may be required.
The A-E shall have Leadership in Environmental and Energy Design (LEED) accredited professionals assigned to designated NASA projects to coordinate the LEED process (including documentation during construction). Some projects will require the A-E firm to provide a third party commissioning authority.
Designated projects shall require a minimum LEED Silver Certification by the U. S. Green Building Council. NASA requires that sustainable design principles be incorporated into all projects.
The A-E shall be required to have internal quality control processes that are utilized during the execution of the above work. Engineering drawings shall be stamped by a licensed professional engineer or registered architect.
The Government will furnish the following materials as required by the task order including project requirements documents, NASA CAD Standards and Drawing Practices, NASA Safety and Health Manuals, Specs Intact, and the NASA Design Guidelines.
All deliverables, drawings, calculations, reports, and specifications shall become the property of the Government, and shall be delivered to the COR upon completion of work by the A-E.
3. DRAWINGS & SPECIFICATIONS
All final design drawings, shall be made using AutoCAD, Release 2016 (or as otherwise indicated per task order), on drawing sheets bearing NASA title blocks and be set up according to the NASA AutoCAD drafting standards, including layering.
The firm name and registration stamp of the A-E shall be placed on drawing sheets adjacent to the Government title block by the A-E.
As required by the task order, the A-E shall prepare complete construction specifications using Specs Intact. Specifications shall be prepared according to the C.S.I. 50 Division three-part 2004 format and shall conform to the requirements in Part 10 of the Federal Acquisition Regulation (FAR). NASA will guide installation of Specs Intact onto the A-E computer system to enable electronic preparation.
4. SCHEDULES AND COST ESTIMATES
As required by the task order, the A-E shall prepare a design and construction schedule for procurement, fabrication, demolition, and installation. The construction schedule shall be included in the Final Design Report.
As required by the task order, the A-E shall provide a detailed construction current-calendar-year cost estimate on a per unit basis, with the submittal. The cost estimate form shall be prepared using an Excel spreadsheet and be included in the Final Design Report.
5. IMPLEMENTATION REQUIREMENTS AND DESIGN REPORTS
As required by the task order, the A-E shall prepare Construction Implementation Requirements that include such items as project description, construction period, personnel, utility, facilities and research impacts, hazards, permits, forms, security requirements, special considerations, off-hours work, circulation impacts, and traffic detour plans
As required by the task order, the A-E shall prepare a Final Design Report that includes such items as scope of the project, system descriptions, catalog cuts, calculations, Construction Cost Estimate, Environmental assessment results, construction schedule, and other pertinent design intent information;
including any specialized software used to develop, view and edit the design reports.
6. CONFERENCES AND MEETINGS
Unless otherwise defined in the task order SOW, project meetings, conferences, and design reviews will be held at Glenn Research Center, Cleveland, OH (or other NASA Center as applicable). The A-E shall be responsible for taking notes at all conferences and meetings. Pertinent items in telephone conversations between the A-E and NASA project team shall be included in these notes. Notes of conferences, meetings, and telephone conversations shall be submitted within five (5) working days of the occurrence. The A-E shall acknowledge, in the conference notes, transmittal of any material between parties, submit copies of any correspondence pertinent to the execution of the contract, and provide a brief statement of job progress. Upon completion of a project, the A-E shall return all Government-furnished material.
Prior to providing a design cost proposal for a task order, the A-E shall be required to visit the site to review existing site conditions and attend pre-proposal meetings.
7. SUBMITTALS
Submittal requirements will be detailed in each task order. In general, ten days prior to each progress level meeting, the A-E shall submit complete sets of drawings, cost estimates, and construction schedules, and edited specifications; complete sets of design calculations and back-up data.
